Series of measures to cope with floods

In late October, due to the impact of storm Trami, Binh Dinh province experienced heavy rain. In parallel with the implementation of construction work, at the construction sites of key traffic projects, contractors flexibly implemented storm and flood response plans.

At Package 01 of the Binh Dinh coastal road project, Cat Tien - Diem Van section, the roadbed embankment work has been completed, ensuring the elevation. This is a low-lying section, prone to flooding during the rain, which could affect the safety of the project.

In this package, Thuan Duc Construction Company Limited, the contractor of this project, used 1,000 sandbags to reinforce the slopes in areas at risk of landslides, ensuring flood drainage. The contractor also completed 3 bridges on the route, ensuring safe flood crossing.

Mr. Tang Khac Lam, representative of Thuan Duc Construction Company Limited, said: "Within 1km of the package through Cat Tien (Phu Cat district), there are 3 flood drainage locations. At these locations, the unit has cleared the flow, used sandbags to embank the slope. The unit has sent people and vehicles to be on duty at locations at risk of being affected, ready to remove the service road when the flood comes."

According to the Binh Dinh Provincial Traffic Project Management Board, the investor of the five key traffic projects currently underway, the progress is currently on schedule. However, the difficulty is that the rainy season has arrived, which will greatly affect the construction work at the site.

Mr. Luu Nhat Phong, Director of the Traffic Project Management Board of Binh Dinh province, said: "The Board has developed disaster risk plans for each project, established disaster risk prevention command boards for each project such as: moving machinery and equipment to high places, clearing, dredging, having solutions to prevent erosion of slopes as well as canal banks to ensure maximum flood water drainage".

Linking progress with project quality

According to the Binh Dinh Transport Project Management Board, key projects are being constructed on schedule as agreed by the contractor. Of which, the coastal road project, Cat Tien - Diem Van section has a total investment of more than VND 2,674 billion with a route length of more than 13.5km, the value of implementation to date has reached nearly 62%. The route connecting the western provincial road (DT638) with the coastal road (DT639) in Phu My district has a total investment of more than VND 818 billion, the value of construction and installation of the project to date has reached more than 71%.

The DT633 bypass, from Nui Ghenh to the coastal road DT639 in Phu Cat district, has a total investment of 336 billion VND, a length of 3.5km, and to date, the construction and installation value has reached nearly 46%.

The route connecting An Nhon town center to the western road of Thi Nai lagoon has a length of nearly 9.4 km, a total investment of more than 1,043 billion VND, and the construction value to date has reached more than 78% of the contract value. This route will be inaugurated on March 31, 2025, on the occasion of the 50th anniversary of the Liberation of Binh Dinh province.

In addition, the coastal route, from National Highway 1D to National Highway 19, has a total investment of nearly 1,725 ​​billion VND, the construction value implemented up to this point has reached nearly 47%. This is a belt road that creates conditions to expand the development space of Quy Nhon City.

At the end of October 2024, Mr. Pham Anh Tuan, Chairman of Binh Dinh Provincial People's Committee, inspected a series of 5 key traffic projects, highly appreciating the Provincial Traffic Project Management Board, localities and contractors for overcoming difficulties and ensuring the progress of the projects.

The Chairman of Binh Dinh Provincial People's Committee noted that in the event of stormy weather, the investor urged contractors to proactively implement disaster prevention plans at the construction site. Limit the impact of floods and rains on the completed volume, dismantle public roads, clear the flow, and ensure flood drainage.

The Chairman of Binh Dinh Provincial People's Committee also requested the contractors to ensure the quality as committed. This is also an affirmation of the prestige and brand of the enterprise and Binh Dinh province always supports enterprises and contractors that do business with prestige and quality.

At the same time, the province also hopes that contractors and construction units will pay attention to investing in machinery and equipment and applying new construction techniques to improve the quality of key works and projects in the province.

The Chairman of the Provincial People's Committee noted that local leaders should pay attention to planning, planning management, and land management on both sides of the roads, ensuring that key traffic works are effective when put into use.
