At the meeting, the Department of Planning and Investment of Hai Duong City informed about the results of handling 117 domestic and foreign investment projects outside industrial parks that were behind schedule and not implemented in compliance with regulations in the province. Of these, 34 projects were subject to handling of investment violations, 4 projects had public land areas eligible to be separated into independent projects; 64 projects allowed investors to complete investment procedures and 15 projects were subject to handling of land violations.
Regarding this issue, the Acting Chairman of the Provincial People's Committee requested all levels and sectors to closely follow the direction of the Provincial Party Committee Standing Committee on handling projects that are behind schedule and implementing them in accordance with regulations. For projects that must be revoked, the Department of Planning and Investment and the Department of Natural Resources and Environment will advise on specific revocation plans for each project.
The district People's Committee must urgently advise and propose investment calling plans after the project is revoked, absolutely not letting land go to waste. For projects that are considered for continued operation, the advisory agency must urge investors to promptly complete investment dossiers. If investors are not proactive and active in reporting to the provincial People's Committee for timely handling. The investment approval process must determine a specific time and roadmap, not to prolong and cause loss of state budget.
At the meeting, the People's Committees of 12 districts, cities and towns also reported on the plans and progress of site clearance for residential and urban projects in the area. The difficulties and obstacles in site clearance were mainly in determining the origin of land and assets on land, people did not agree on the compensation price, etc. Concluding this content, the leaders of the Provincial People's Committee requested all levels and sectors not to let site clearance become a bottleneck in implementing residential and urban investment projects.
The Chairman of the Provincial People's Committee requested localities and relevant units to promptly carry out site clearance and hand over land to investors in accordance with regulations and legal procedures; propagate and mobilize relevant people to reach consensus, and at the same time develop a plan for compulsory site clearance and handover in accordance with legal regulations. The Department of Natural Resources and Environment regularly urges localities and investors to focus on implementation.
