Reporting on the implementation results of several National Assembly resolutions on the field of information and communications, the Ministry of Information and Communications said that the rapid development of technology while management has not kept up has made cyberspace, especially social networks, a "fertile ground" for many illegal acts.
Users' awareness is still limited, many people when participating in using social networks think that social networks are "anonymous and therefore irresponsible". They use virtual, anonymous accounts to speak with the thought that they are not afraid of being discovered or handled.
The system of documents regulating the provision and use of information online, especially cross-border services, has not met the development of practice.
The Ministry of Information and Communications believes that the resources, both in terms of human resources and means and tools, of the team performing the task of managing the provision and use of information in cyberspace are still limited in quantity and do not meet the development situation.
Therefore, the ministry will coordinate with the Ministry of Culture, Sports and Tourism to apply measures to limit the appearance and performing arts products of famous people in the press and social networks, especially on Facebook, YouTube, and TikTok, when they violate the law or the Code of Conduct in cyberspace.
"This is to avoid negative impacts on young people and help prevent the production of nonsense and offensive content," the report stated.
In addition, the ministry also promotes positive information, good people and good deeds, and spreads information to encourage the younger generation to preserve cultural traditions, ethics, and preserve the nation's fine customs.
The forces will strengthen the detection and handling of information violations, proactively review and promptly detect sources of dissemination, request cross-border platforms to block and remove channels, fanpages, and groups with absurd, sensational content that goes against good customs and traditions, and tighten management of those who make videos to make money.
Cross-border platforms, especially Google, must apply automatic scanning and filtering of online advertising violations on platforms they provide across borders into Vietnam instead of passively removing them as before.
In the first 9 months of the year, Facebook blocked and removed 510 fake accounts, pages, and 35 groups, 6,725 posts, and 78 accounts advertising gambling. TikTok blocked and removed 613 violating content.
Cross-border platforms have fulfilled tax obligations of nearly VND3,500 billion in 2022 and VND6,800 billion in 2023.
Information and communication is one of four groups of issues being asked for delegates' opinions as a basis for finalizing the field of questioning at the ongoing 8th National Assembly session.
Minister Nguyen Manh Hung, if selected, will address issues such as improving the quality of press operations during the social media explosion; the role of revolutionary press in promoting socio-economic development; managing advertising activities in the press and online environments; investing in, developing and improving the quality of telecommunications infrastructure.
