For many years, more than 200 primary and secondary school students in the villages of Tan Binh, Tan Lap, Tan Thuy, Tan Phuc commune (Lang Chanh) have had to cross the Dan stream to get to school. On sunny days, when the road is dry, the journey is less difficult. But on rainy days, when the stream flows rapidly, the children cannot cross the stream to get to school. Some parents who have the means to take their children to school have to take a detour along a slippery residential road, a distance of 3 - 7km.

Normally, the Dan stream is about 5m wide, but when it rains, water from upstream flows down, making the stream many times wider. Even on sunny days, students from the three villages above go to school mostly soaked and covered in mud. This is explained by the locals, because the road up and down the stream is a dirt road, slippery, and easy to fall. The stream bed also has many mossy rocks, making it easy for children to fall, especially primary school students. There are families where the parents work far away, so grandparents have to take their grandchildren to school. The road is slippery, and many days both the grandfather and the grandchild fell in the stream and had to turn back.
Tan Phuc commune has 9 villages, including 3 villages Tan Binh, Tan Lap, Tan Thuy with 536 households, more than 2,300 people located on the other side of Dan stream. The main road connecting to the outside is a small, narrow residential road connecting to provincial road 530B. However, if you follow this road to the commune center, you have to travel a distance of 3 - 7km. Meanwhile, if you go through Dan stream, the farthest household is only less than 2km away. In particular, traffic conditions in Tan Binh village are the most difficult. This is a particularly difficult village, adjacent to Van Nho commune (Ba Thuoc). For a long time, their lives have only been associated with bamboo and cassava, with prices lower than the market floor price because of difficult traffic. Because from here, to go outside, you can either follow a small, narrow residential road nearly 5km long, through Tan Thuy village to provincial road 530B, or cross Dan stream through Tan Phong village to the commune center. Because the road to the commune center is closer, for a long time they have braved the danger to cross Dan stream, even during the rainy season, to buy and sell goods to serve their living needs. Up to now, Tan Binh village has 122 households, of which only 5 have escaped poverty, the rest are poor and near-poor households...
Mr. Le Van Phu, Chairman of Tan Phuc Commune People's Committee, said: Voters and people of Tan Phuc Commune have repeatedly sent their thoughts and wishes to the Party and State to soon invest in building a road from Tan Phong village through Dan stream connecting with Provincial Road 530B to remove difficulties for people's lives in Tan Thuy, Tan Binh, Tan Lap and Tan Phong villages. If the State invests in the construction, Tan Phuc Commune will mobilize people to voluntarily donate land to implement the project.
According to Mr. Ha Van Viet, Head of the Economic - Infrastructure Department of Lang Chanh district, in order to continue to improve the traffic system to serve the socio-economic development in the area, the district People's Committee has surveyed and established an investment project to build a road connecting Tan Phong village with provincial road 530B, passing through Tan Phong, Tan Binh, Tan Lap villages with a total length of 1.7km. If the project is approved for investment and funding by the provincial People's Committee, local people will have a combined sluice over Dan stream, creating convenience for people to trade and students to go to school safely.
