Regarding the reflection that many schools and teachers have stopped organizing review sessions and exam preparation in schools because the new regulations on extra teaching and learning do not allow collecting money from students, the Ministry of Education and Training directed that this must be considered the responsibility of the school.
The Ministry of Education and Training has just sent an official dispatch to the People's Committees of the provinces on strengthening the direction of general education, including the request to strengthen inspection and examination of the organization and implementation of new regulations on extra teaching, extra learning, and enrollment in secondary and high schools... to promptly detect, correct and have appropriate solutions in places facing difficulties in the implementation process.
The Ministry of Education and Training believes that review and exam preparation is the responsibility of schools.
The document of the Ministry of Education and Training requested the People's Committees of the provinces to direct the education sector to thoroughly grasp the general education institutions in the area to continue to synchronously implement solutions to deploy the 2018 General Education Program to ensure quality.
The creation of regular and periodic tests and assessments; the selection of students at the beginning of primary and secondary school levels and the entrance exam for grade 10 of high school are in accordance with the requirements of the 2018 General Education Program, without putting pressure on students to study extra.
"Absolutely do not relax the organization of review and training for students with unsatisfactory learning results; organize for final year students to strengthen review for entrance exams and graduation exams according to the school's education plan, identifying this as the responsibility of schools to help students meet the requirements for each subject of each grade according to the regulations of the 2018 General Education Program," the document of the Ministry of Education and Training clearly stated.
The Ministry of Education and Training also proposed that, according to the actual conditions of the locality, the Provincial People's Committee direct appropriate financial support for educational institutions to organize review and training for students, contributing to improving the quality of education, especially for students who still have difficulties in studying, final year students, disadvantaged groups, students from difficult family circumstances, students from ethnic minority and mountainous areas, and areas with especially difficult socio-economic conditions.
Circular 29 on extra teaching and learning, effective from February 14, stipulates that there are 3 groups of students who are allowed to take extra classes at school, who are the responsibility of the school and do not have to pay for them: students whose final semester subject results are not satisfactory; students selected by the school to nurture excellent students; final year students who voluntarily register to review for entrance exams and graduation exams according to the school's education plan.
