The Government has issued Resolution No. 95, unanimously approving the proposal of the Ministry of Education and Training on the necessity of promulgating the Law on Teachers. Among the 5 policies proposed by the Ministry of Education and Training to develop this law, there is content related to the certificate of professional teaching.

According to the proposal of the Ministry of Education and Training, the certificate of professional teaching is a document issued by a competent educational management agency of Vietnam to a person who meets the professional standards of a teacher, meeting the requirements for professional teaching activities; replacing the decision to recognize the completion of the internship regime and the training certificate according to the current standards of professional teaching titles.

Accordingly, teachers who meet professional standards will be granted certificates in place of training certificates according to current professional title standards for teachers.

Teachers here are understood to include those who teach at preschools, general education institutions, primary and secondary schools of vocational education institutions and other educational institutions (called teachers); those who teach at college level or higher, those who train and foster cadres and civil servants (called lecturers); and teachers after retirement.

According to current regulations, many professions also require workers to have a practice certificate.

Decree 15/2021 of the Government detailing a number of contents on construction investment project management, includes contents on construction practice certificates . Specifically, practice certificates in this field include: Construction survey practice certificate, construction planning design practice certificate, construction design practice certificate, construction supervision practice certificate, construction valuation practice certificate, project management practice certificate... The specialized construction agency under the Ministry of Construction issues Class I practice certificates and the Department of Construction issues Class II and Class III practice certificates.

The Law on Real Estate Business stipulates the real estate brokerage practice certificate . An individual is granted a real estate brokerage practice certificate when he/she has full civil capacity; Has graduated from high school or higher; Has passed the real estate brokerage knowledge test. This certificate is valid for 5 years, and the Minister of Construction shall specify the issuance.

The Law on Tax Administration stipulates the certificate of practice of tax procedure services . Accordingly, the person granted this certificate must have full civil act capacity; Have a university degree or higher in economics, finance, accounting, auditing or other majors as prescribed by the Minister of Finance; Have practical work experience in finance, accounting, auditing, and tax for 36 months or more after graduating from university; Pass the exam for the certificate of practice of tax procedure services. The exam for the certificate of practice of tax procedure services includes the subjects of tax law and accounting. The Minister of Finance stipulates the organization of the exam, conditions for exemption from the exam; procedures for granting and revoking the certificate of practice of tax procedure services.

The Law on Pharmacy also provides detailed regulations on pharmacy practice certificates . Accordingly, job positions requiring a pharmacy practice certificate include: Persons responsible for professional pharmacy of pharmaceutical business establishments; persons in charge of quality assurance of drug and pharmaceutical ingredient manufacturing establishments; Persons in charge of clinical pharmacy work of medical examination and treatment establishments. Two conditions for granting this certificate include: Having a diploma or certificate of professional qualification issued or recognized in accordance with the job position and business establishment; Having practice time at the establishment according to regulations. The application of conditions on diplomas, certificates, and certificates prescribed by the Minister of Health is in accordance with the socio-economic development conditions and medical examination and treatment needs of each locality in each period.

In addition, many other jobs require workers to have a professional certificate according to state regulations such as: lawyer practice certificate, auction practice certificate, medical examination and treatment practice certificate according to specialties, veterinary practice certificate, etc.
