Research on merging some provinces and cities

The Government Party Committee is studying the orientation of merging some provincial-level administrative units, abolishing the district level and rearranging the commune level to suit the new organizational model.

The Politburo and the Secretariat have just issued conclusions on a number of contents and tasks to continue to arrange and streamline the apparatus of the political system in 2025, in which the Government Party Committee is assigned to coordinate with the Central Organization Committee, the National Assembly Party Committee, relevant Party committees and organizations to carry out the above tasks; report to the Politburo in the third quarter of 2025.

Vietnam currently has 63 provincial-level administrative units, including 57 provinces and 6 centrally-run cities; 705 districts; 10,595 communes. According to regulations of the National Assembly Standing Committee, provinces must ensure three criteria including population size, area, and number of district-level administrative units.

Mountainous and highland provinces must have a population of 900,000 and an area of ​​8,000 km2; provinces in other areas must have a population of 1.4 million and an area of ​​5,000 km2. At the same time, the province must have 9 district-level administrative units, including at least one city or one town. District and commune-level administrative units also have standards on population and area.

According to the conclusion on February 14, the Politburo and the Secretariat assigned the Government Party Committee to direct the reorganization of party organizations in corporations, general companies, and state-owned commercial banks in the direction of transferring grassroots party committees (enterprises) under the party committees of corporations and general companies to be directly under the local party committees according to the production and business areas. This task will be reported to the Secretariat by the end of the second quarter of 2025. The project to reorganize the inspection system also needs to be completed soon.

Research on abolishing district-level courts and prosecutors

The Party Committees of the Central Party agencies are requested to direct the Party Committees of the Supreme People's Court and the Party Committees of the Supreme People's Procuracy to study the model of abolishing the district People's Court and District People's Procuracy. The agencies will also propose amendments and supplements to Party policies and State laws related to this issue. These tasks will be reported to the Politburo in the second quarter of 2025.

Last week, during a discussion at the National Assembly, Head of the Central Organization Committee Le Minh Hung said that this year, the activities of the People's Court and the People's Procuracy at the district level will be reorganized to suit the situation when there is no longer a police force at this level.

The Vietnamese People's Court system is currently divided into four levels: the Supreme People's Court; the High People's Court; the People's Court of provinces and centrally run cities; the People's Court of districts, towns, and provincial cities. Military courts at all levels include the Central Military Court; Military Courts of military regions and equivalent; and Regional Military Courts.

The People's Procuracy system includes the Supreme People's Procuracy; High-level People's Procuracy; People's Procuracy of provinces and centrally-run cities; People's Procuracy of districts, towns, provincial cities and equivalent. In parallel, there are also Military Procuracies at all levels including the Central Military Procuracy; Military Procuracy of military regions and equivalent; Regional Military Procuracy.

Merging radio and television stations into provincial newspapers

According to the conclusion, the Politburo and the Secretariat assigned the Central Public Security Party Committee to preside over the implementation of the project to organize three-level public security, not to organize district-level public security to ensure the set schedule.

The Central Propaganda and Mass Mobilization Commission is in charge of researching the orientation of merging provincial radio and television agencies into newspapers of provincial and municipal party committees.

The Central Military Commission shall preside over research on orientations for continuing to reorganize the military organization (including the organization of district-level military agencies); propose additional relevant mechanisms and policies; and report to the Politburo in the third quarter of 2025.

The Party Committee of the Fatherland Front and central mass organizations directed a general review of the functions, tasks, and organizational structure of affiliated agencies and organizations, especially press agencies, in the direction of maximally streamlining, maintaining only truly necessary units. These agencies also studied the rearrangement of socio-political organizations and mass associations assigned by the Party and State to be directly under the Central Committee of the Vietnam Fatherland Front.

The Central Organizing Committee advises the Central Steering Committee on staffing management to direct a general review of the actual staffing needs after rearranging the organizational apparatus in conjunction with assessing the capacity of cadres, new functions and tasks, and reviewing and perfecting job positions; reporting to the Politburo on the plan for assigning, managing, allocating and arranging staffing of the political system for the period 2026-2031 by the end of the second quarter of 2025.
