YenBai - This afternoon, February 19, the Steering Committee for Science, Technology, Innovation and Digital Transformation of Yen Bai province held its first meeting to deploy important contents in the spirit of Resolution No. 57 of the Politburo and review and approve the Working Regulations of the Steering Committee, assign tasks to members of the Steering Committee, the 2025 Work Program of the Steering Committee and plan some tasks of the Steering Committee in the coming time.
Comrade Tran Huy Tuan, Secretary of the Provincial Party Committee, Head of the Steering Committee chaired the Conference. Attending the Conference were Comrade Nguyen Tuan Anh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Permanent Deputy Head of the Steering Committee and comrades who are members of the Steering Committee.
Resolution No. 57 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation is a document of strategic significance, marking an important turning point for the country in the fields of science, technology, innovation and digital transformation. It is a guideline for development in the new era of strong, civilized and prosperous development.
Implementing the Resolution of the Central Committee, the Standing Committee of the Provincial Party Committee issued a Decision to establish the Steering Committee on Science, Technology, Innovation and Digital Transformation Development in Yen Bai province, headed by Comrade Tran Huy Tuan - Secretary of the Provincial Party Committee. The Steering Committee is responsible for researching, proposing, and advising the Provincial Party Executive Committee, the Provincial Party Standing Committee, and the Standing Committee of the Provincial Party Committee to lead, direct, and effectively implement the goals and tasks of Resolution No. 57 of the Politburo.
Accordingly, the Provincial Party Committee directed the development of draft Working Regulations of the Steering Committee, assignment of tasks to members of the Steering Committee, the 2025 Work Program of the Steering Committee and the Plan of the Provincial Party Standing Committee to implement Resolution No. 57 of the Politburo in the direction of closely following the viewpoints, goals, tasks and solutions stated in Resolution No. 57 and reporting the opinions of General Secretary To Lam at the First Session of the Central Steering Committee.
Up to now, the Draft Plan for implementing Resolution 57 has been commented by the Standing Committee of the Provincial Party Committee and the Standing Committee of the Provincial Party Committee for the advisory agency to receive, complete and submit to the Standing Committee of the Provincial Party Committee for immediate signing and implementation.
At the Conference, members of the Steering Committee focused on discussing and giving opinions on the draft Working Regulations, assignment of tasks and the 2025 Work Program of the Steering Committee; at the same time, the report further clarified the difficulties and obstacles in implementing Resolution No. 57 and the Plan of the Provincial Party Standing Committee, because in reality, Yen Bai province has many difficulties and limitations in implementing this Resolution such as: Socio-economic conditions are not high; investment resources are still limited; the quality of human resources, especially high-quality human resources, is still lacking and weak; there are no enterprises operating in the technology field, etc.
Provincial Party Secretary Tran Huy Tuan delivered a concluding speech at the Conference. Concluding the Conference, Comrade Tran Huy Tuan, Secretary of the Provincial Party Committee, Head of the Steering Committee for Science, Technology, Innovation and Digital Transformation of Yen Bai Province, basically agreed with the draft documents and requested the standing agency to directly collect opinions at the meeting to complete, submit for signing and promulgate for implementation. He also agreed on the policy of establishing a Steering Committee Support Team, assigning the Department of Science and Technology - the Standing agency of the Steering Committee to coordinate with the Provincial Party Committee Office and departments, agencies and branches to advise on the establishment decision in February 2025.
The Provincial Party Secretary emphasized the need to raise awareness, create unity within the Party and the political system, and create consensus among the people on breakthroughs, scientific and technological development, innovation and national digital transformation. Steering committee members need to promote initiative, actively contribute their efforts, intelligence and experience to effectively implement Resolution 57 of the Politburo in the province with the spirit of breakthroughs and innovation bearing Yen Bai's own brand.
Provincial Party Secretary Tran Huy Tuan also requested Party committees and organizations at all levels to closely follow the Plan of the Standing Committee to implement Resolution No. 57 to concretize it into programs and work plans of their agencies, units and localities to ensure that it is suitable to practical conditions; Review bottlenecks and obstacles in terms of institutions, mechanisms and policies related to promoting innovation, application of science and technology, digital transformation to continue to perfect, amend and supplement in a timely and effective manner. From there, propose appropriate policies to promote the development of science and technology, innovation and digital transformation.
At the same time, it is necessary to focus on implementing strategic breakthroughs in infrastructure, focusing on digital infrastructure, energy infrastructure, etc. At the same time, diversify and maximize the mobilization of non-state resources to serve the task of developing science, technology, innovation and digital transformation in Yen Bai province.
