DNVN - According to Minister of Science and Technology Huynh Thanh Dat, research and development of artificial intelligence (AI) systems in Vietnam need to aim for a human-centered society, where everyone benefits from life as well as from these systems.
Minister of Science and Technology Huynh Thanh Dat has just issued Decision 1290 on guiding a number of principles on responsible research and development of artificial intelligence (AI) systems.
Issued together with this decision is a document guiding a number of principles on research and development of responsible AI systems (version 1.0).
The guidance document states: Following the general trend in the world, AI systems are assessed to bring great benefits to people, society and the Vietnamese economy through supporting and solving difficult problems that people and communities are facing.
However, in parallel with that process, it is necessary to research and have measures to minimize risks in the process of developing and using AI and to balance related economic, ethical and legal factors.
Therefore, specialized agencies need to research and develop standards and guidelines to guide, even if they are soft and non-binding regulations. Sharing and exchanging information on processes and good practices among stakeholders such as developers, service providers, and users will also promote consensus to increase benefits from AI systems and control risks.
In that spirit, research and development of AI systems in Vietnam need to aim for a human-centered society, where people enjoy benefits from life as well as from AI systems.
Ensure a reasonable balance between the benefits and risks of AI systems. Ensure that research and development activities for AI systems based on specific technologies or techniques are technology neutral and that developers are not affected by the rapid development of AI-related technologies in the future.
At this stage, it is provisionally determined that the documents may be in the form of guidelines, non-binding in nature, and encourage the development and application of standards and practices based on international recommendations as a foundation to promote research, development and use of AI systems.
In all cases, encourage exchange and discussion with the participation of parties involved in the system even though research and development of AI systems in different fields have different characteristics, usage methods, benefits and risks.
In addition, principles and guidelines will continue to be researched and updated to suit practical situations.
The above guidance document aims to promote the interest of stakeholders in the responsible research, development and use of AI systems/applications in Vietnam.
Promote the research, development and use of AI systems/applications in a safe and responsible manner, while minimizing negative impacts on people and communities.
Promoting experience sharing in research, development and use of AI systems/applications to gain users' and society's trust in AI is also creating favorable conditions for AI research and development in Vietnam.
This guidance document outlines some general principles to be considered in the responsible research and development of AI systems and recommends voluntary reference and application in the process of researching, designing, developing and providing AI systems.
Scientific and technological agencies, organizations, businesses, and individuals engaged in research, design, development, and provision of AI systems are encouraged to apply the contents of the guidance document.
