Vaccination team goes to each small hamlet
One day in mid-April, we followed the team to vaccinate dogs against rabies and cattle against diseases in Block 5, Dung Town, Thanh Chuong District. At 7:30 a.m., the 5-person vaccination team, including Ms. Nguyen Thi Hang Mo - Head of the Block Front Committee, along with members such as block leaders, security guards, heads of farmers' associations and veterinary staff, had prepared all the tools, vaccines, etc. to start their work.
Each person has a clear task, the work is not easy, because to inject aggressive dogs or strong buffaloes and cows, a whole team needs to coordinate smoothly.
“Since the day before, we have posted the vaccination plan for livestock on the social network group, and at the same time broadcast the announcement on the loudspeaker system, reminding households to proactively chain and lock up their livestock. Thanks to that, the implementation this morning was more convenient,” said Mr. Nguyen Tien Ai, Head of Block 5.

At Mr. Hoang Van Hai's family, there are 2 dogs and 1 buffalo already locked in the cage. After the vaccination, he paid the required fees and received the certificate.
Not only Mr. Hai, many households in Block 5 also have a high sense of compliance. “Raising livestock is the family’s source of income, so we are always ready to cooperate in vaccination to avoid future risks. Not only this time, but many years ago, the family proactively coordinated with the local authorities to vaccinate, so the livestock rarely got sick,” Mr. Hai confided.

Following the vaccination team all morning, we could see how hard it was. There were many cases of aggressive animals, and the vaccinators had to face unexpected head butts or dog bites. However, the staff were still patient, careful with each injection, and recorded all the absent households so that they could come back the next day to make up for it.
Mr. Nguyen Huu Hien - Vice Chairman of Dung Town People's Committee said: "Dung Town has 18 blocks. We have built a specific vaccination schedule for each block, accordingly, each day we organize vaccinations for 3 blocks, and at the same time assign veterinary officers and commune officials to closely monitor. The motto is not to miss any households".
According to statistics, there are 785 buffaloes and cows and nearly 2,000 dogs and cats in the town. According to the plan, the whole commune will complete spring vaccination by April 13. During the vaccination process, the town will hire 3 veterinarians at a rate of 300,000 VND/person/day and support staff at the blocks will be supported with 150,000 VND/person/day.

Thanh Chuong district has 28,857 buffaloes and cows; 80,161 pigs and 29,208 dogs. By April 11, 29/29 communes and towns had carried out vaccination for livestock, the whole district had injected 10,415 doses of anthrax for buffaloes and cows, reaching 45% of the plan; 8,900 doses of foot-and-mouth disease for buffaloes and cows, reaching 39% of the plan and 15,440 doses of rabies for dogs, reaching 53% of the plan. Regarding the pig herd, basically all farms and households when importing pigs, the farm owners and households have fully vaccinated against diseases.

Vaccination target of 80% of the total herd
Nghe An currently has nearly 800,000 buffaloes and cows; more than 1 million pigs and nearly 400,000 dogs. Ensuring a vaccination rate of 80% or more of the total herd according to Decision No. 3669/QD-UBND dated December 30, 2024 on promulgating the plan for prevention and control of livestock, poultry and aquatic diseases in the province in 2025, is a mandatory requirement to prevent major epidemics that have occurred in the past. Since the beginning of the year, the province has had 8 outbreaks of African swine fever in 4 districts; 2 outbreaks of rabies; 1 outbreak of foot-and-mouth disease and 1 outbreak of avian influenza.

In 2024, some districts such as Do Luong, Nam Dan, Hung Nguyen... did a good job of vaccination. However, many localities still achieved low rates, some places only 20 - 50%. That is a big risk for disease outbreaks.
Faced with that situation, at the end of February 2025, the Provincial People's Committee issued Official Dispatch No. 1365/UBND-NN requesting localities to resolutely direct and strictly implement the 2025 vaccination plan. Accordingly, the spring vaccination campaign will take place from March 15 to April 15, with vaccines such as: foot-and-mouth disease, erysipelas, lumpy skin disease for buffaloes and cows; cholera, erysipelas for pigs; rabies for dogs and cats. Regarding African swine fever, it is necessary to strengthen propaganda, mobilization, and advise farmers to proactively buy vaccines to vaccinate their pigs, limiting the outbreak and spread of diseases.
In particular, rabies vaccines for dogs and cats and lumpy skin disease for cattle and buffalo are only given once a year. Districts that receive vaccine support under the national target program must implement vaccination of all the allocated doses. If there is a shortage, the locality must encourage people to pay for them themselves or arrange budget support.

The factual record in Thanh Chuong shows the sense of responsibility of grassroots cadres, but also raises the question: How can each household voluntarily cooperate? Reality shows that only when community awareness is raised and the role of vaccines is clearly understood, then vaccination work will be truly effective and sustainable.
