Specifically, 29 facilities in Nghe An with large energy consumption and use (unit of calculation is TOE) in the period 2023-2024 are on the list of facilities required to inventory greenhouse gases, including:

- The Industry and Trade sector has 16 establishments, including: Hoang Thi Loan Textile Company using 4,090 TOEs; Asia Minerals Joint Stock Company using 1,291 TOEs; Global Minerals Joint Stock Company using 1,314 TOEs; Tho Hop White Stone Powder Joint Stock Company using 1,707 TOEs; Trung Hai Minerals and Trading Joint Stock Company using 2,567 TOEs; Nghe An European Plastic One Member Co., Ltd. using 3,924 TOEs; Saigon Packaging Group Joint Stock Company using 1,443 TOEs; Hoa Sen Nghe An Co., Ltd. using 26,348 TOEs;

In addition, BSE Vietnam Electronics Co., Ltd. used 1,442 TOEs; Tan Viet Trung Artificial Board Production Joint Stock Company used 1,029 TOEs; May Forestry Joint Stock Company used 4,320 TOEs; Vietnam Dairy Products Joint Stock Company - Nghe An Dairy Factory used 1,041 TOEs; Saigon - Nghe Tinh Beer Joint Stock Company used 1,072 TOEs; Asia Hoa Son Joint Stock Company used 1,376 TOEs; Saigon - Song Lam Beer Joint Stock Company used 1,421 TOEs; Massan MB One Member Co., Ltd. used 2,406 TOEs.

- In the transportation sector, there are 8 establishments that use/emit large emissions: Petrolimex Nghe Tinh Transport and Service Joint Stock Company uses 1,221 TOEs; Hiep Hoa Company Limited uses 1,3070 TOEs; Hop Manh Company Limited uses 1,052 TOEs; Mai Linh Company Limited uses 1,825 TOEs; Thanh Thanh Dat Company Limited uses 2,079 TOEs; Truong An Company Limited uses 1,698 TOEs; Thach Thanh Transport Service and Trading Company Limited uses 1,322 TOEs; Dong Bac Construction and Trading Corporation, Nghe An branch uses 1,510 TOEs.

- The construction sector has 4 facilities: Tan Thang Cement Factory under Tan Thang Cement Joint Stock Company using 12,941 TOE; Song Lam I Cement Factory (Do Luong) using 367,090 TOE; Song Lam II Cement Factory (Anh Son) using 79,343 TOE; Hoang Mai Cement Factory using 22,728 TOE.

- The Natural Resources and Environment sector has one facility, the Nghi Yen Solid Waste Treatment Complex (Nghi Loc), using 182,500 TOE.

Also according to Decision No. 01/2022/QD-TTg with Appendix, the whole country has 6 sectors that must conduct greenhouse gas inventories: Industry and Trade (energy production industry, energy consumption in industry, trade, services and civil use, coal mining, oil and natural gas exploitation); Transportation (energy consumption in operation, use of means of transport); Construction (energy consumption in the construction industry, industrial processes in the production of construction materials); Industrial processes (chemical production, metallurgy, electronics industry, use of substitutes for ozone-depleting substances, production and use of other industrial products); Agriculture, forestry and land use (livestock, forestry and land use change, cultivation, energy consumption in agriculture, forestry and fisheries, other emission sources in agriculture); Waste (including solid waste landfills, biological treatment of solid waste, incineration and open burning of waste, wastewater treatment and discharge).

According to Appendices I, II, III and IV issued with the list of establishments attached to Decision No. 01/QD-TTg, the whole country has a total of 1,910 establishments that must inventory greenhouse gas emissions, of which 1,660 establishments belong to the Industry and Trade sector; 70 establishments belong to the Transport sector; 104 establishments belong to the Construction sector; 76 establishments belong to the Natural Resources and Environment sector.

Mr. Le Van Hung - Head of the Environmental Protection Sub-Department, Nghe An Department of Natural Resources and Environment added: According to Decision 01/2022/QD-TTg, in the period of 2023-2024, Nghe An has 29 establishments that must inventory greenhouse gas emissions. However, according to the provisions of the Law on Environmental Protection 2022, there are transitional provisions, so establishments do not have to install monitoring and counting equipment but are inviting consulting units to build legal capacity profiles. In this Decision, the Prime Minister assigned ministries, branches and localities to guide establishments in building profiles and periodically update the situation of energy consumption and use every 2 years to add to the list or remove from the list of establishments that must inventory greenhouse gas emissions. From the beginning of 2025, regulations on greenhouse gas emission inventory will be applied as the basis for management, monitoring and fee collection./.
