After severe heat waves, droughts, and prolonged saltwater intrusion, recently there have been consecutive heavy rains, landslides, and localized flooding in many places in the province, especially in mountainous districts. The Chairman of the People's Committee of Nghe An province has issued many instructions to the Provincial Steering Committee for Disaster Prevention, Search and Rescue and Disaster Prevention; Directors of Departments; Heads of provincial-level sectors and organizations; Chairmen of People's Committees of districts, cities, towns and related units to closely monitor the situation, proactively direct and organize the implementation of disaster prevention and control work early, from afar, and proactively overcome the consequences immediately after the occurrence, contributing to limiting damage caused by natural disasters. cudio However, natural disasters still cause great damage to people's property and infrastructure works, significantly affecting production and people's lives. The Chairman of the Provincial People's Committee - Head of the Provincial Steering Committee for Natural Disaster Prevention, Control, Search and Rescue and Civil Defense (PCTT-TKCN and PTDS) requests the Provincial Steering Committee for Natural Disaster Prevention, Control, Search and Rescue and Civil Defense; Directors of Departments; Heads of sectors and organizations; Chairmen of People's Committees of districts, cities and towns, according to their assigned functions and tasks, to continue to proactively focus on directing and organizing close monitoring of natural disaster developments, proactively direct and deploy drastic, timely and effective measures to respond to and overcome the consequences of natural disasters, paying attention to the following main tasks:
1. Chairman of People's Committee of districts, cities and towns
- Be more proactive and focused in leading, directing, and organizing the implementation of natural disaster prevention, control, and overcoming consequences in the area according to the "four on-site" motto to ensure safety of life and minimize damage to property of the people and the state;
- Urgently review and complete response plans for each type of natural disaster that may occur in the area, especially response plans for storms, floods, landslides, and flash floods; identify key vulnerable areas to proactively develop scenarios for arranging forces and means to be ready to respond and rescue when situations arise;
- Direct the organization to monitor, inspect and urge the work of preparing for natural disaster prevention and control, search and rescue before the rainy and flood season and before storms and floods occur according to regulations;
- Organize to review and identify areas at risk of landslides, flash floods, and deeply flooded areas along rivers and streams to proactively organize the evacuation of people and property out of dangerous areas; for places where there are no conditions for immediate evacuation, there must be a proactive evacuation plan in case of natural disasters to ensure the safety of people's lives and property;
- Implement safety measures for projects under construction, especially dikes, dams, and key projects;
- Proactively arrange local budgets (including local budget reserves and other legal sources of capital) to implement the work of preventing, combating and promptly overcoming the consequences of natural disasters according to regulations with the motto of absolutely not letting people lack shelter, hunger or other essential items, not letting epidemics or serious environmental pollution occur after storms, floods, and inundations, not letting them greatly affect the education of students.
2. The Director of the North Central Region Hydrometeorological Station organizes forecasting and warning of floods, landslides, and flash floods, and provides full and timely forecasting and warning information to relevant authorities and localities in accordance with regulations to serve the direction and effective response to floods.
3. The Director of the Department of Agriculture and Rural Development, according to assigned functions and tasks, coordinates with localities and units to direct and advise on the safe operation of irrigation and hydroelectric reservoirs, ensuring absolute safety for the works, contributing to flood reduction downstream, and effectively exploiting water resources;
- Direct the implementation of work to ensure safety for the dike system and irrigation works, especially key weak dikes, damaged and degraded irrigation dams, and unfinished dike works; ensure safety for fishing vessels and protect agricultural production.
4. The Director of the Department of Industry and Trade coordinates with localities and units to direct the work of ensuring safety for industrial production, power systems, and hydroelectric reservoirs; promptly overcome incidents, ensuring safe power supply for production and people's daily life.
5. The Director of the Department of Transport directs relevant agencies and units to continue to coordinate with relevant forces and localities to proactively deploy traffic safety assurance work (including at sea, on rivers, roads, railways, and airways) in case of natural disasters, and to support localities in promptly overcoming landslides and traffic routes that have been cut off, especially on national highways and main traffic routes.
6. Commanders: Provincial Military Command, Provincial Border Guard Command; Provincial Police Director directs units to review and prepare appropriate forces, means, and equipment to support localities in responding to natural disasters and organizing timely and effective rescue when required.
7. Provincial Radio and Television Station, Nghe An Newspaper , and press agencies continue to do a good job of communication, instructing people on response skills and risk reduction when natural disasters occur; reporting promptly and accurately on developments and direction of natural disaster prevention and control.
8. Directors of Departments and Heads of sectors, according to their assigned state management functions, shall proactively direct and coordinate with localities and relevant units to promptly deploy response and recovery work for flood consequences.
9. The Provincial Steering Committee for Disaster Prevention, Search and Rescue and Disaster Prevention organizes a duty to closely monitor the natural disaster situation, proactively directs, inspects and urges localities to deploy disaster prevention, control, overcome consequences and limit damage caused by natural disasters; promptly summarizes damage, reports and proposes the Provincial People's Committee to direct and handle issues beyond its authority.
