This afternoon (June 26), the National Assembly will discuss in the hall about salary reform; pension adjustment, and allowances from July 1, 2024.

Continuing the 7th session, on the morning of June 26, the National Assembly voted to pass the Resolution of the National Assembly on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province and the Resolution of the National Assembly on the organization of urban government and piloting a number of specific mechanisms and policies for the development of Da Nang city.
Afterwards, delegates discussed in the hall the draft Law on Cultural Heritage (amended). Minister of Culture, Sports and Tourism Nguyen Van Hung explained and clarified a number of issues raised by National Assembly delegates.
In the afternoon, the National Assembly discussed in the hall the draft Law amending and supplementing a number of articles of the Law on Pharmacy. Minister of Health Dao Hong Lan explained and clarified a number of issues raised by National Assembly deputies.
Next, the delegates will discuss in the hall the contents of salary reform; adjustment of pensions, social insurance benefits, preferential benefits for people with meritorious services and social benefits from July 1, 2024; Plan to extend debt repayment for refinancing loans according to Resolution No. 135/2020/QH14 dated November 17, 2020 of the National Assembly.
Government representatives explained and clarified a number of issues raised by National Assembly deputies.
Previously, on the afternoon of June 25, Minister of Home Affairs Pham Thi Thanh Tra reported to the National Assembly on the contents of salary reform; adjustment of pensions, social insurance benefits, preferential benefits for people with meritorious services and social benefits from July 1, 2024.
Accordingly, the Government proposed that the National Assembly assign the Government to implement the contents that are clear and eligible for implementation, including: (1) Completing the salary increase regime; (2) Supplementing the bonus regime; (3) Stipulating the funding source for implementing the salary regime, (4) Completing the salary and income management mechanism.
Assign the Government to adjust the basic salary from the current 1.8 million VND to 2.34 million VND/month (increase 30%) from July 1, 2024 (not abolishing the current basic salary and salary coefficient).

The Government is assigned to continue directing the review of the entire legal framework to submit to competent authorities for consideration and decision on amending or abolishing the special financial and income mechanisms of agencies and units that are being implemented appropriately; reserving the difference between the salary and additional income in June 2024 of cadres, civil servants and public employees with the salary from July 1, 2024 after amending or abolishing the special financial and income mechanisms.
The Government also proposed that the National Assembly adjust pensions, social insurance benefits, preferential allowances for meritorious people and social allowances from July 1, 2024 as follows: (1) Increase pensions and social insurance benefits by 15%, and for those receiving pensions before 1995, after adjustment, if the benefit level is lower than VND 3.2 million/month, the adjustment will increase by VND 0.3 million/month, if the benefit level is from VND 3.2 million/month to less than VND 3.5 million/month, the adjustment will be equal to VND 3.5 million/month; (2) Preferential allowances for meritorious people according to the standard allowance level from VND 2,055,000 to VND 2,789,000/month (an increase of 35.7%); maintain the current correlation between preferential allowances for meritorious people and the standard allowance level; (3) Social allowance according to the social assistance standard from 360,000 VND to 500,000 VND/month (an increase of 38.9%); (4) Promptly report to the Central Executive Committee on expanding the scope of using the accumulated salary reform resources of the central and local budgets to spend on adjusting pensions, social insurance allowances, preferential allowances for people with meritorious services, social allowances, social security policies and streamlining the payroll.
"Based on the Conclusion of the Politburo, the Government proposes to include the above contents in the Joint Resolution of the 7th Session of the 15th National Assembly" - Ms. Pham Thi Thanh Tra emphasized.
