Prime Minister Pham Minh Chinh attends the Conference to introduce the successful digital transformation model at the ministerial and sectoral levels of the People's Court sector.
The conference was organized by the Supreme People's Court, connecting online with more than 800 people's court points at all levels nationwide. Also attending the conference were Politburo member, Secretary of the Party Central Committee, Chief Justice of the Supreme People's Court Nguyen Hoa Binh; Minister of Information and Communications Nguyen Manh Hung, leaders of ministries, central branches and the Court sector.
Opening the event, Chief Justice of the Supreme People's Court Nguyen Hoa Binh said that the Supreme People's Court being selected by the National Committee on Digital Transformation to organize the Conference to introduce successful digital transformation models at the ministerial and sectoral levels is a great honor, an event of great significance, marking a turning point in the process of innovation and modernization of court operations towards professionalism, modernity, fairness, strictness, integrity, serving the Fatherland and serving the people.
The rapid development of digital technology is opening up many opportunities to improve the efficiency of national governance and justice enforcement around the world. In particular, in the context of the COVID-19 pandemic, digital transformation in the court system has become more urgent than ever.
Prime Minister Pham Minh Chinh: Building an electronic court is a central and continuous task.
International practice shows that countries with advanced science and early focus on digital transformation of adjudication activities have achieved important achievements in improving the requirements of this field. In Vietnam, accelerating the digital transformation process and building an e-Court have been identified as urgent and key tasks. In recent times, the Supreme People's Court has put into use many advanced IT systems to handle court work in the digital environment, helping to improve operational efficiency, enhance professionalism, publicity and transparency of the Court.
Digital transformation is the result of a continuous process. Digital transformation cannot be successful if it is just a movement.
At the Conference, Minister Nguyen Manh Hung highly appreciated the implementation of digital transformation at the Supreme People's Court with remarkable initial successes. The biggest success is that digital transformation has become a daily working tool for 12,000 officials with judicial titles. This is the result of three years of digital transformation. Digital transformation cannot be successful if it is just a movement, it must be the result of a continuous process.
From the beginning, the Supreme People's Court chose a strategic partner to accompany, because digital transformation is not about buying software for use but developing software for oneself. Digital transformation software is not written and finished but will be completed during the use process. This requires close cooperation between digital technology enterprises and state agencies, must go together on a long journey and become each other's strategic partners.
State agencies must clearly set out the problem for digital technology enterprises, teach them vocational skills, teach them their industry expertise, provide data, provide industry knowledge to enterprises so that they can develop products, then directly use the products every day and continuously make requests to improve the products. That is the requirement for state agencies to successfully transform digitally. The software has been written, but making it smarter every day is the job of state agencies. The Minister gave an example, after more than two years of the Supreme People's Court using the system, the number of system users has submitted 27,000 difficult legal situations for consultation, and from here, 18,000 standardized situations have been formed and entered into the system for future reference, enriching the knowledge of the Court sector.
According to Minister Nguyen Manh Hung, in the early stages, the smartest people in the organization must teach and transfer their knowledge to digital transformation software and virtual assistants so that others in the organization can use them. When employees use virtual assistants to solve their daily work, they will discover things that the virtual assistants do not know and then seek knowledge to supplement the virtual assistants. In the later stages, when the virtual assistants have been put into use, the people who make the assistants smarter are the users.
Digital transformation is not just about automating what you are doing, automating old processes, but a revolution in the way of doing things, the way of operating an organization, a revolution for change rather than a revolution in technology. Therefore, a leader is needed. The fact that the Chief Justice of the Supreme People's Court directly undertakes the first digital transformation project, directly directs the digital transformation of the Court sector is a prerequisite for successful digital transformation.

The Supreme People's Court's digital transformation has focused from the beginning on serving the central audience of the Court's officials and civil servants, creating digital tools and virtual assistants to reduce their workload, reduce working time, and increase the quality of their work. Digital transformation without the support and daily use of officials and civil servants will not be successful.
Digital transformation has gone to every alley, knocked on every door, and reached every subject.
Speaking at the Conference, Prime Minister Pham Minh Chinh emphasized that the Party and State always pay attention to and identify digital transformation as an important political task, an inevitable trend and an objective requirement in the country's development. Digital transformation is a long-term strategic task that requires monitoring, evaluation, urging and drastic and effective implementation.
"Vietnam determines that digital transformation must be for all people, comprehensive, with people as the center, subject, goal, driving force, and resource. Therefore, digital transformation has gone to every alley, knocked on every door, and reached every subject," said the Prime Minister.
Project 06 is considered a key and important task of national digital transformation, serving as a basis for changing the way people and businesses live, work, produce and do business based on digital technology.

Building an electronic court is a central and continuous task.
The Prime Minister emphasized that the construction of electronic courts is a key and continuous task in the judicial reform process, an urgent task to improve the efficiency of the court system and strengthen people's trust in the law and justice.
The Prime Minister highly appreciated the achievements in the digital transformation of the Court sector. The Prime Minister also frankly pointed out a number of difficulties and challenges in the national digital transformation in general and the digital transformation of the Court sector in particular, such as the slow construction and completion of institutions serving digital transformation and the low quality of online public judicial services, digital infrastructure not meeting development needs; connection, integration, data sharing, and data digitization still have many limitations; network security and information security in many places have not received due attention...

Prime Minister Pham Minh Chinh requested the Court sector to continue to strongly promote digital transformation and build e-courts with the spirit of "5 pushes" including: Accelerating the completion of institutions, mechanisms and policies in digital transformation and building e-courts; accelerating the development of digital infrastructure and digital platforms to create important premises for building e-courts and ensuring network security and information security in all situations; accelerating the creation of digital data, developing digital human resources, digital skills and professional training to meet the requirements of developing e-courts; promoting extensive propaganda in the Court sector so that all cadres, civil servants and judges unanimously respond to and participate in the process of digital transformation and building e-courts.
The Prime Minister hopes and believes that the Court sector will continue to synchronously and effectively implement the task of digital transformation and build an electronic court in the spirit of Resolution No. 27/NQ-TW of the Central Committee, contributing to the successful implementation of the goals and requirements set forth in the Resolution of the 13th National Party Congress: "Building a professional, modern, fair, strict, honest, serving-the-Fatherland and-the-people Vietnamese judiciary"./.
Some outstanding results in digital transformation activities of the Court sector
- The Court sector has deployed the construction of many digital platforms in managing the activities of the People's Court sector such as: Litigation activities, work management, direction and operation, personnel management, case file management and storage, asset management, meetings, online conferences, statistics, synthesis, monitoring of court information on cyberspace and monitoring and operating the activities of the People's Court...
- Promoted digital transformation to provide public judicial services in a modern, convenient, economical, public and transparent manner in the electronic environment; deployed many online public judicial services on the National Public Service Portal, with more than 1.4 million judgments and decisions published and serving more than 180 million accesses for search and exploitation.
-Online trials have been deployed in courts at all levels, bringing many practical benefits to people and society. Accordingly, from the beginning of 2022 to present, people's courts at all levels have coordinated with prosecution agencies to organize online trials for nearly 20,000 cases, saving about 100 billion VND.
-Initial application of artificial intelligence and building of virtual assistants to support judges; integrated over 168,000 documents, over 1.4 million judgments, over 24,000 answers to legal situations. Up to now, there have been over 5.7 million questions and answers, an average of 10,000-15,000 times/day.
