Bank proposes direct connection to national population data

The State Bank proposed a direct connection with population data, but according to the Ministry of Public Security, it is necessary to wait for legal documents on shared data warehouses.

At the workshop on data connection and smart payment on June 16, representatives of ministries and branches mentioned many times about connecting and sharing multi-party data.

Since April 24, the State Bank and the Ministry of Public Security have signed Plan 01 on deploying the exploitation and connection of population data with the goal of cleaning up banking data, moving towards electronic identification authentication, ensuring that customers are the owners of services and payments. The process of cleaning and authentication according to the State Bank is thoroughly and proactively implemented by banks without waiting for instructions from above.

However, data exploitation, according to Mr. Pham Anh Tuan, Director of Payment Department, State Bank, still faces difficulties in two-way information sharing between the national population database and bank data.

The agency wants to be directly connected to population data, so that it can update information of customers who are using old ID cards, as well as apply it to customer credit scoring.

Deputy Governor of the State Bank Pham Tien Dung commented: "Exploiting, analyzing and connecting data is a decisive factor in the success of the process of promoting non-cash payments and digital transformation activities in the banking industry."

In the digital age, data can be used to understand and capture customer behavior and consumption trends, helping banks and businesses identify new opportunities, make better decisions and improve operational efficiency, Mr. Dung said.

Speaking at the workshop, Mr. Nguyen Dang Hung, Deputy General Director of the National Payment Corporation (Napas) - a national payment infrastructure solution provider, assessed the importance of connecting and sharing infrastructure. More than 20 years ago, transaction data was only performed in the banking industry, but today there is connection and sharing with the participation of payment intermediaries, helping non-cash payments develop more strongly.

"We want the entire economy to be able to take advantage of the banking infrastructure, which means that all cardholders issued by banks can spend in many areas, such as public transport," Mr. Hung shared.

Mr. Pham Quang Toan, Director of the Information Technology Department (General Department of Taxation) at the workshop also shared about the plan to eliminate tax codes and move towards using citizen identification cards instead. According to him, this is an important content in administrative procedure reform, thanks to the connection with national population data.

This will facilitate taxpayers as well as make it easier to exchange information between management agencies. To do this, it is necessary to synchronize tax data with the national population database and clean the data, Mr. Toan said.

Currently, the tax sector has issued 75 million tax codes for individuals, household heads, business individuals and dependents. To date, the agency has cleaned up about 52 million tax codes, thereby discovering many cases of only one person having multiple tax codes or people who have died or gone missing.

Mr. Toan said that the tax sector must connect and exchange information with ministries and sectors; the more information, the better the management. In countries around the world, the tax sector is the agency that needs the most information, for example in Australia, this sector has 2,000 related information, which is the largest database.

However, Mr. Vu Van Tan, Deputy Director of the Department of Administrative Police for Social Order, Ministry of Public Security, said 2023 is the year of data creation and the first thing to consider is how to have a legal corridor for a shared data warehouse.

"Instead of banks having to go to each unit such as the tax or insurance sector... to access data, causing risks of information security loss, using this shared data warehouse will help parties exploit and use it safely, protecting data for people and businesses."
