Comrade Nguyen Phi Long, alternate member of the Party Central Committee, Secretary of the Provincial Party Committee and the working delegation discussed solutions for socio-economic development and sustainable poverty reduction in Thanh Son commune, Mai Chau district.
In recent years, the Party committees and authorities of Hoa Binh province have focused on leading and directing the implementation of the National Target Program (NTP) on GNBV and achieved important results. The awareness of Party committees, authorities and people has been raised. Poverty reduction projects and policies have been implemented synchronously, suitable for each target group, integrated with the NTP on new rural construction and the NTP on socio-economic development in ethnic minority and mountainous areas. Many programs to support and develop production to improve livelihoods for the poor have achieved positive results, creating a spread, consensus and positive response from all classes of people. In the period of 2021 - 2024, the poverty rate in the province decreased from 15.49% to 6.59%, an average annual reduction of 2.55%. The poverty reduction rate of Hoa Binh province has reached and exceeded the set plan, contributing significantly to the implementation of the province's general development goals and targets, and people's lives are increasingly improved.
However, the province's poverty reduction results are not sustainable. People's lives, especially in remote areas and areas with a large ethnic minority population, still face many difficulties. There are still new poor households and households falling back into poverty. The income of poor households currently only meets the minimum needs of life; it is not enough to save for accidents, illness, job loss and there is always a potential risk of falling back into poverty.
On April 3, 2025, the Executive Committee of the Hoa Binh Provincial Party Committee issued Conclusion No. 1109-KL/TU on the 5-year review of the implementation of Conclusion No. 580-KL/TU, dated September 30, 2020 of the 16th Provincial Party Committee on continuing to implement Resolution No. 16-NQ/TU, dated August 11, 2017 of the Provincial Party Committee on strengthening leadership in implementing the National Target Program on Sustainable Development. The Conclusion stated that after 8 years of implementing Resolution No. 16-NQ/TU and 5 years of implementing Conclusion No. 580-KL/TU, the awareness of Party committees, authorities at all levels, cadres, Party members and all people about the policy, role and responsibility in implementing the National Target Program on Sustainable Development of the province has been raised; a number of targets have met or exceeded the targets set out in the Resolution.
To continue implementing the GNBV work according to the multidimensional standard of 2-2.5%/year on average, the province has proposed specific solutions to effectively implement the GNBV goals such as: Strengthening propaganda work, raising awareness of responsibility, the role of Party committees, authorities from the province to the grassroots, the social community and the poor themselves, poor households in implementing the National Target Program for Sustainable Development. Prioritizing additional capital from the local budget to ensure sufficient counterpart capital ratio according to the program's regulations. Developing additional specific local poverty reduction policies to support the poor, ethnic minorities living in particularly difficult communes, villages and hamlets. Synchronously implementing poverty reduction mechanisms and policies and the National Target Program for Sustainable Development; promoting activities to support the poor, near-poor, newly escaped poverty and ethnic minorities in the province. Regularly reviewing, evaluating and perfecting the Steering Committee for National Target Programs; Strengthen decentralization associated with authority and responsibility, improve the effectiveness and efficiency of state management for each agency; focus on and promote the responsibility of the head. Assign responsibility to the head in charge of the field in implementing poverty reduction policies and annual review of poor and near-poor households in the locality. In the process of implementing the goal of poverty reduction, the role of self-improvement awareness is very important. In reality, many poor households, despite being supported with capital, land, vocational training or housing, if they lack the determination to change their lives, the support will only have a temporary effect. The will to be self-reliant and self-reliant is a factor that helps people proactively seize opportunities, learn skills, change their thinking and take practical actions to overcome difficulties. On the contrary, if they only wait and rely on subsidies, people can easily fall into a vicious cycle of poverty, leading to falling back into poverty or being unable to escape poverty in a sustainable way.
Thus, to seriously implement the direction of the Provincial Party Committee, Party committees, authorities and organizations at all levels need to promote propaganda about successful examples of poverty reduction, helping people understand that poverty reduction is completely possible if there is determination and the right actions. Supporting the poor needs to have clear conditions, requiring households to commit to participating in labor, vocational training or production and business. This creates motivation and responsibility for people in the process of rising up. Focusing on encouraging start-ups, developing livelihoods; providing technical support, preferential loans with specific instructions on how to do business, developing household economic models is a practical way for people to proactively generate income and escape poverty through their own labor. Creating conditions for the poor to learn a trade, improve their skills, thereby having better opportunities to access jobs, especially for young people and young workers in rural and mountainous areas. Local authorities need to do a good job of monitoring and evaluating the effectiveness of poverty reduction programs, while providing spiritual support and encouraging poor households to constantly strive to improve.
When the poor realize that escaping poverty is their responsibility and right, they will take proactive action, gradually escape from dependence and move towards a better life. Therefore, raising awareness is the key in the GNBV journey.
