On the afternoon of February 25, the Traffic Police Department of the Ministry of Public Security announced that the Huu Lung District Police (Lang Son) had just issued a decision to temporarily detain Ngo Van Linh (27 years old, residing in Hoa Lac Commune, Huu Lung District) to investigate the act of resisting a person on duty.
Previously, on the afternoon of February 24, the working group of Tung Dien Traffic Police Station (under the Traffic Police Department of Lang Son Provincial Police) was on duty at Km 93+160 of National Highway 1. At around 1:20 p.m. the same day, the working group discovered a motorbike carrying 2 people moving at high speed and signaled the vehicle to stop for inspection.
Upon receiving the signal, the driver did not stop but drove straight into the task force, hitting a mobile police officer, injuring him, then got up and ran away. The task force was able to save the person sitting in the back.
Through investigation, the police identified the person sitting in the back as TVH (38 years old, residing in Chi Lang Town, Chi Lang District, Lang Son) and the driver as Ngo Van Linh, who is on the run in Bac Giang province.
The police asked Linh's family to persuade her to come forward on the evening of February 24. Through investigation, the police determined that Linh did not have a driver's license, did not violate alcohol concentration but tested positive for drugs.
Linh confessed that he bought the motorbike that he crashed into the task force but had not yet completed the registration and ownership transfer procedures.
As for the CSCĐ soldier who was knocked down by Linh, the authorities took him to Huu Lung District Medical Center for examination. Doctors determined that this soldier suffered a concussion that caused him to be stunned.
By 6:00 p.m. on February 24, this soldier was conscious.
