The General Secretary requested to continue to reorganize local military organizations, arrange provincial military commands, and provincial border guards according to the merged provinces.

On the morning of April 2, in Hanoi, General Secretary To Lam, Secretary of the Central Military Commission, chaired the 13th Central Military Commission Conference, reviewing and giving opinions on the Project on organizing "lean, compact, and strong" local military forces to meet mission requirements in the new situation.

Concluding the conference, General Secretary To Lam commented that the Project on organizing a "refined, compact, and strong" local military meets the requirements of the tasks in the new situation, in line with military and defense strategies and military and defense policies.

In particular, the Project ensures the principle of the Party's absolute and direct leadership of the Vietnam People's Army in all aspects, often directly by the Politburo and the Secretariat; inherits the viewpoints and organization of the Vietnam People's Army as determined in the Party's resolutions and conclusions; and ensures that the army is truly the core force to firmly protect the Fatherland.

Based on the results of implementing the resolutions and conclusions of the Politburo, the General Secretary proposed to continue to reorganize local military organizations and border guards according to the Party and State's policies, ensuring "streamlining - compactness - strength", improving effectiveness and efficiency, reducing intermediary units, while playing a core role in building and implementing the policy of all-people national defense, people's war, firmly protecting national sovereignty and border security.

The adjustment process needs to be carried out carefully, scientifically, and in accordance with the functions, tasks and organizational structure of the army.

At the same time, it is necessary to selectively inherit the experience of organizing local military agencies and provincial border guards through the periods, promote historical traditions, ensure good completion of tasks in peacetime, be ready to expand forces and meet all mission requirements when necessary.

The General Secretary also requested to arrange according to the general policy of the Party and State; arrange the provincial military commands and provincial border guards according to the merged provinces. The adjustment process is comprehensive, synchronous, consistent with the national defense policy, people's war, national defense strategy, and national border protection strategy.

The arrangement must ensure unified command, build a solid, interconnected defense area, maintain stability, and after adjustment, improve the effectiveness of performing assigned functions and tasks.

On this occasion, on behalf of the Central Military Commission, General Secretary To Lam, Secretary of the Central Military Commission, assigned the Central Military Commission Standing Committee to absorb the content of the Central Military Commission's conclusion and direct the completion of the project to submit to the Politburo for consideration and decision.

After being approved by the Politburo, the Central Military Commission Standing Committee focused on directing the development of a resolution for the Central Military Commission to lead its implementation, and directed research to adjust and supplement the art of people's war, defensive zone operations, and training document systems suitable for the new organization and staffing.

Direct agencies to research, propose, amend and supplement the system of legal documents related to the military and defense fields; direct agencies to continue researching the organization of the military command committee of communes and wards in accordance with the scale of commune-level administrative units, local defense and military tasks, and current socio-economic development conditions.

At the conference, President Luong Cuong and Prime Minister Pham Minh Chinh gave their opinions on the project, focusing on in-depth analysis, clarifying the scope, viewpoints, principles, and objectives of the project; difficulties and obstacles in implementation and proposing solutions to overcome them in the coming time.

Implementing the resolutions and conclusions of the Central Committee and the Politburo on continuing to arrange and streamline the apparatus of the political system, reorganize administrative units at all levels and build two-level local governments; the Central Military Commission Standing Committee and the Ministry of National Defense have directed the development of a Project on "lean, compact, and strong" local military organization to meet the requirements of tasks in the new situation.

General Phan Van Giang, Politburo member and Minister of National Defense, directly directed the development of the project. The Central Military Commission Standing Committee met many times to give opinions, finalized the project, and reported to the Central Military Commission.

With a spirit of urgency, seriousness, science, caution, and certainty, the Central Military Commission Standing Committee and the Ministry of National Defense have proactively oriented and assigned tasks to agencies and units to research and propose plans for local military organization when reducing provincial and commune-level administrative units and abolishing the district level .
