On November 26, the Standing Committee of the Ha Long City Party Committee held a conference to evaluate the situation and results of work in 2024; directions and tasks for 2025 and discuss a number of important contents. Comrade Vu Quyet Tien, member of the Standing Committee of the Provincial Party Committee, Secretary of the City Party Committee chaired the conference.
In 2024, closely following the direction of the Central and the province, with a vision, strategic thinking and close forecast of the situation, the City Party Committee Executive Committee and the Standing Committee of the City Party Committee have united, unified, proactively identified, determined, resolute, innovative, creative and flexible in leading and directing the synchronous implementation of tasks, especially responding to and overcoming the consequences of storm No. 3. At the same time, focusing on effectively solving urgent issues arising, while focusing on building and implementing long-term strategic policies and orientations. Thereby, important and relatively comprehensive results have been achieved in all fields, creating a solid momentum for the city and the country to enter the new era - the era of national development.
The work of building and rectifying the Party and the political system to be clean and strong in all aspects is carried out synchronously in all aspects of politics, ideology, ethics, organization and cadres. The work of inspection, supervision and audit associated with the prevention and combat of corruption, negativity and waste is given serious leadership, direction and implementation, especially for Party committees, Party organizations, leaders and key cadres at all levels in areas, localities and positions where violations, waste, corruption and negativity are likely to arise and are of public concern.
Many important results have also been achieved in socio-economic development. The production value in 2024 will reach over VND 234,000 billion (an increase of 16.5%). The city prioritizes allocating nearly VND 931 billion to invest in socio-economic infrastructure projects in communes, including 4 clean water supply projects for 10 highland communes. At the same time, 60 projects will be implemented to welcome the Party Congresses at all levels, with a total investment of over VND 9,700 billion; 252 projects will be implemented with a total investment of about VND 1,405 billion to invest in, renovate and upgrade infrastructure of residential areas and urban areas formed before 2005; the total non-budget investment capital is over VND 12,000 billion...
Administrative reform has achieved many positive results, ranking first in the province among localities in all three indexes PAR INDEX, DDCI, DTI, the remaining two indexes SIPAS, DGI have increased in rank compared to 2022. Voters' recommendations have been thoroughly and effectively resolved, recognized and highly appreciated by voters and people. Foreign affairs and cooperation activities have been maintained and promoted. National defense and security have been maintained, social order and discipline have been ensured.
The opinions expressed at the conference also focused on analyzing the limitations, difficulties, obstacles, and causes, especially subjective causes in budget collection, digital transformation, public investment, and development of new tourism products. At the same time, they discussed tasks and solutions to effectively implement the goals, targets, and tasks of 2025 - the last year of the 2020-2025 term.
Agreeing with the opinions discussed at the conference, the Standing Committee of the Ha Long City Party Committee highly appreciated the extremely positive results that the city has achieved in carrying out its tasks in 2024.
Through discussion, the Standing Committee of the City Party Committee agreed on a number of contents to complete the report to the City Party Executive Committee on the direction and tasks for 2025. First of all, it is necessary to continue to build and rectify the Party and the political system to be clean, strong, streamlined, and operate effectively and efficiently; maintain the trust of cadres and people in the Party and the government.
In terms of socio-economics, the city has set a number of targets to strive for as follows: Production value growth rate reaches 16.8%; domestic revenue of the city's targets reaches 10,000 billion VND (an increase of 1,000 billion VND compared to the assigned target); the average proportion of development investment expenditure reaches over 55%/year in total budget expenditure; total social investment capital increases by 8-10%; maintaining the leading position in the DDCI, PAR INDEX, ICT Index; 80% of wards meet urban civilization standards; 75% of communes meet NTM standards, 25% of communes meet NTM model standards; constantly care for and improve the material and spiritual life of the people; determined and resolute in preventing and combating waste, corruption, and negativity; firmly ensuring national defense-security, social order and safety; improving the effectiveness of foreign affairs activities.
Along with that, we strive to comprehensively complete the goals and targets of the Resolution of the 25th City Party Congress and successfully organize Party Congresses at all levels for the 2025-2030 term.
