An Giang has 14/167 enterprises granted certificates of eligibility for rice export business.

According to the report of the Department of Industry and Trade of An Giang, the annual rice growing area is on average about 630 thousand hectares, with an output of more than 4 million tons/year (high-quality rice varieties account for over 80-90%), accounting for about 10% of the country's annual rice output.

An Giang province has 14/167 enterprises granted certificates of eligibility for rice export business, with actual milling capacity of over 3.2 million tons/year. Currently, rice products are present and have created prestige in major markets around the world. Products of enterprises in the area are currently: fragrant rice, white rice, brown rice, parboiled rice, broken rice, glutinous rice, etc.

In 2023, total import-export turnover reached 1.381 billion USD, up 2.08% over the same period, exceeding the plan by 0.4%. Of which, the export turnover of goods is estimated at 1.179 billion USD, up 2.75% over the same period, exceeding the plan by 0.3%.

Regarding rice alone, the province's enterprises have exported to 60 different markets around the world, reaching nearly 580 thousand tons, equivalent to 339 million USD; compared to the same period, the output increased by over 9% and the turnover increased by nearly 16%.

An Giang's rice export highlight in 2023 is that Loc Troi Joint Stock Company has received an order for up to 400,000 tons of rice to export to the EU market. An Giang rice is being promoted for export to Indonesia and China as these two countries have increased demand for rice. In addition, An Giang rice is also exported to the Philippines, Malaysia, Australia... and some markets such as Russia and Bangladesh.

To achieve the above results, An Giang province's enterprises have proactively built raw material areas, linked with farmers, and supported farmers to improve the quality of commercial rice, meeting the requirements of demanding markets.

The province's total import-export turnover in 2024 is estimated to reach 1.41 billion USD, up 2.6% over the same period. Of which, export turnover will reach 1.185 billion USD, up 1% over the same period; import turnover will reach 225 million USD, up 12% over the same period. Particularly for rice, in 2024, An Giang aims to reach 325 million USD in export turnover.

To support rice export activities, Mr. Nguyen Thanh Huan - Deputy Director of the Department of Industry and Trade of An Giang proposed that the Ministries and functional agencies establish a quick information channel on the rice import demand of countries. Thereby, the information will be sent to businesses to be proactive in price negotiations in export at the time and in future contracts. In particular, the focal agency is the Ministry of Industry and Trade, when receiving information from commercial counselors, it will forward it to the email group of the Department of Industry and Trade of provinces with large volumes of exported rice and rice.

Currently, An Giang province is working with provincial enterprises to implement the Project to build and develop An Giang province's rice brand until 2025, with a vision to 2030. After having a branded rice product, Mr. Nguyen Thanh Huan proposed that the Ministry of Industry and Trade support An Giang to promote and boost consumption, contributing to increasing the value of the province's rice products in the coming time.

Develop a plan to develop the rice export market

An Giang Provincial People's Committee has just issued a plan to develop An Giang province's rice export market towards 2030.

Accordingly, An Giang focuses on increasing rice export value. In the period 2020 - 2023, the province's average annual rice export volume will reach about 540,000 tons, with an average annual value of 293 million USD.

In the period 2024 - 2030, the province's annual rice export volume will reach 570,000 - 600,000 tons, and the rice export value will continue to be maintained stable. It is expected that the rice export value of An Giang will reach 330 million USD by 2030.

In addition, the province focuses on restructuring rice exports. Specifically, by 2030, the proportion of low- and medium-grade rice will not exceed 27% of total rice exports; high-grade white rice will account for about 32%; fragrant rice, specialty rice, japonica rice will account for about 24%, and glutinous rice will account for about 10%. High-value-added rice products such as nutritious rice, parboiled rice, organic rice, rice flour, processed rice products, rice bran and some other by-products from rice will account for over 8%.

An Giang rice industry also aims to strive to export rice by 2030, with the Asian market accounting for about 70% of total rice export turnover; the African market accounting for about 12%; the European market accounting for about 5%, the American market accounting for about 3%; the Oceania market accounting for about 4%; the remaining 6% is export entrustment.

Accordingly, in the Asian market, An Giang rice market share reaches the rice import markets of Korea and Japan; maintains rice export market share to countries in the Southeast Asian region, the Chinese market and the remaining regions. An Giang promotes penetration into African markets, especially in countries with large rice consumption and import demand; exploits high-quality white rice export channels to the Saudi Arabia and UAE markets.

In the European market, the province increased the volume of rice exported to the region, commensurate with the market potential. The American and Oceania markets focus on developing the An Giang rice market in member countries of the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) such as: Canada, Chile, Mexico and Peru...

To improve the quality of exported rice, Mr. Le Van Phuoc - Vice Chairman of An Giang Provincial People's Committee - said that the province encourages and facilitates research, selection and breeding of high-yield, high-quality rice varieties that meet market requirements. Focus on developing rice varieties that produce high-quality white rice, fragrant rice, round-grain rice, sticky rice and some regional specialty rice varieties, eliminating the cultivation of low-quality, ineffective rice varieties.

According to Mr. Le Van Phuoc, An Giang will focus on developing environmentally friendly rice brands to target high-standard, high-value markets; invest more in developing high-value rice varieties that have created brand images such as Loc Troi 1, Loc Troi 28... to increase the export of high-quality fragrant rice products. Promote the introduction of An Giang rice products into foreign distribution systems; support traders in establishing a database system for traceability.

In the coming time, An Giang will also innovate trade promotion; support rice traders, build brands for rice products through a national trade promotion program. At the same time, promote rice export to key, traditional markets and new, potential markets.
