Therefore, candidates applying for pedagogy (SP) majors will have higher competition this year.
CUTTING THOUSANDS OF TARGETS
Among the fields, teacher training is the only sector that the Ministry of Education and Training assigns enrollment targets each year based on the training capacity of the school and the actual needs of society. In 2023, the quotas for this sector of many schools according to the Ministry's allocation will decrease sharply compared to the expected numbers announced by the schools.
For example, Hanoi National University of Education 2 was assigned 919 quotas for the teaching majors. Compared to the information about these majors that the school announced in early April, there were more than 1,700 quotas reduced. Of which, the major with the largest reduction in quotas was chemistry, from 563 to 20. Many other majors were also reduced by more than half, such as mathematics, history, physics, etc. In addition, the school was approved to open two new majors to train integrated teachers for the new general education program, but the approved quotas were only 1/4 of the expected quota. Specifically, the natural science major was approved for 60 while it planned to recruit 200, and history - geography was approved for 66 while the school planned to recruit 260.

Many other universities are in a similar situation. For example, Hanoi National University of Education planned to enroll more than 3,000 students in teaching majors but was only assigned about 2,400. The University of Education (Vietnam National University, Hanoi) was also only assigned 540 students, a decrease of more than 50% compared to the school's plan of 1,100. Of which, the enrollment quotas for all majors ranged from 20 to less than 100 students. The math teacher training major alone planned to enroll 190 students but was only approved for 35.
An Giang University (Ho Chi Minh City National University) announced in its project on May 10 that it planned to enroll nearly 600 students, but the Ministry only approved 510 students. Notably, the school had to stop enrolling students in 3 majors: Physics, Chemistry, and Political Education. Two majors planned to open for the new General Education Program have not been granted enrollment quotas, including Natural Science and History - Geography.
Dr. Vo Van Thang, Principal of An Giang University, said that the school has not yet grasped the reason for the sudden suspension of enrollment for the above majors. The school has reported to Ho Chi Minh City National University to send a petition to the Ministry of Education and Training. For the two new majors, the school plans to enroll 30 students each.
Notably, the Ministry of Education and Training also announced a list of 16 universities and colleges that were not assigned training quotas for teacher training majors this year. Specifically, schools under localities that have sent written requests have no need to train teachers, have merged with other educational institutions, or have not registered quotas.
Teachers teach integrated history and geography for grade 7 according to the 2018 General Education Program. Pedagogical schools are training integrated teachers to serve the new education program.
Which majors have been recruited the most in recent years?
In the 2022-2026 period, the education sector was assigned by the Politburo to add 65,980 teacher positions. In the last school year alone, localities were allowed to recruit 27,850 additional public preschool and general education teachers. However, statistics from the Ministry of Education and Training also show that by November 2022, nearly 40 localities had not placed orders for teacher training. 11 out of 16 teacher training colleges were not assigned quotas for next year for this reason.
Thus, it can be said that the allocation of training quotas for schools and teacher training majors closely follows the actual needs of society. Schools and majors that are allocated many quotas mean high actual demand and great job opportunities after graduation.
So, which industries are in high demand in 2023?
This year, Ho Chi Minh City University of Education was assigned to recruit 1,710 students for 22 teacher training majors. Of which, the largest number of students was assigned to primary education with 320 students. The majors of preschool education, natural science education, history and geography education recruited 200 students each. Next, the English education major recruited 150 students, and the mathematics education major recruited 110 students. On the contrary, some majors had a rather modest number of new recruits, only about 20 candidates, such as special education, civic education, technology education, chemistry education, etc.
In 2023, Saigon University was approved to recruit 940 students for 15 majors. Of which, the largest recruitment demand is still primary education and preschool education with 180 students, and English language education with 150 students. The remaining majors have recruitment quotas from 20 to 50, of which chemistry education has the lowest quota of 20 students. Primary and preschool education majors are also among the most recruited in other local schools such as: An Giang University, Dong Thap University, Hong Duc University, etc.
Dr. Tran Huu Duy, Head of Training Department of Da Lat University, said that this year the school was assigned 318 teacher training quotas, an increase of 13 compared to last year. This increase in quotas is spread evenly across basic science teacher training majors such as physics, chemistry, biology, literature, history and primary education. Mr. Duy added that after 3 years of implementing Decree 116, only Ninh Thuan ordered the school 17 quotas in 2021.
Dong Thap University also recruits 18 teacher training majors. Some majors have quite large recruitment quotas, such as primary education with more than 600 quotas, preschool education with more than 300 quotas, and English language teaching with more than 220 quotas. In addition, two integrated teacher training majors also recruit hundreds of quotas, such as: Natural science teaching is expected to recruit 384 quotas, and history - geography teaching is expected to recruit 247 quotas. Dr. Cao Dao Thep, Vice Principal of the school, said that these are majors with more demand for teachers than other majors. The school has also received an order from Long An with 150 quotas for teacher training.
Regulations on determining pedagogical targets
According to Decree 116/2020 of the Government on policies to support tuition fees and living expenses for SP students, the People's Committees of provinces and cities review, calculate and determine the recruitment and training needs of teachers at each level, grade, major, and subject for the enrollment year and send them to the Ministry of Education and Training before January 31 every year.
Based on the need to recruit teachers according to the local training level and field and social needs, conditions to ensure quality and training capacity of teacher training institutions, the Ministry determines and announces the quota for training institutions to carry out enrollment.
SP students are supported by the state to pay tuition fees equal to the tuition fees charged by the teacher training institution where they study, and are also supported with 3.63 million VND/month to cover living expenses during their time studying at the school.
