(MPI) – On February 5, 2025, the Government issued Resolution No. 25/NQ-CP on growth targets for industries, sectors and localities to ensure the national growth target in 2025 reaches 8% or more.

The Resolution clearly states that 2025 is of special importance, a year of acceleration, breakthrough, and finishing, the final year of implementing the 5-year Socio-Economic Development Plan 2021-2025, carrying out the revolution of streamlining the organizational apparatus, holding Party Congresses at all levels towards the 14th National Congress of the Party and preparing and consolidating fundamental factors, creating a premise for our country to confidently enter a new era - the era of striving for strong and prosperous development of the nation, towards successfully implementing the goals of the 10-year Socio-Economic Development Strategy 2021-2030.
Meanwhile, the world and regional situation is forecast to continue to develop very complicatedly and unpredictably; the global economic recovery is slow, uneven, unstable, and risks are increasing. Our country's economy is forecast to maintain positive growth momentum, with opportunities, advantages, difficulties, and challenges intertwined, but the latter are more difficult and challenging, especially from unfavorable external factors and internal limitations and shortcomings that have lasted for many years, storms, floods, droughts, saltwater intrusion, etc.
In that context, in order to successfully achieve the national growth target of 8% or more in 2025, creating a solid foundation to achieve double-digit growth in the 2026-2030 period, the Government assigned the Ministry of Planning and Investment to preside over and coordinate with ministries, branches and localities to synthesize, monitor, evaluate the implementation situation and make recommendations and proposals (if any), and report to the Government at the regular monthly Government meeting.
At the same time, request the Minister, Head of ministerial-level agency, and Government agency assigned to preside over monitoring and evaluating the indicators in Appendix I of this Resolution.
Chairmen of People's Committees of provinces and centrally run cities focus on directing, closely monitoring, grasping developments, closely coordinating, synchronously, comprehensively and effectively implementing tasks and solutions set out in all fields; promoting the spirit of solidarity and unity in direction and administration; having innovative and breakthrough thinking, high determination, great efforts, drastic actions, organizing timely, flexible and effective implementation, successfully completing the growth targets and targets of sectors, fields and local GRDP growth in Appendix I and Appendix II of the Resolution.
Urgently develop monthly and quarterly growth scenarios for sectors and fields; for GRDP growth targets, direct specialized agencies to closely coordinate with statistical agencies, based on the published GRDP data for 2024, review and develop GRDP growth scenarios by sector level 01 and 03 economic sectors and product taxes minus product subsidies on a quarterly basis to serve leadership, direction and administration. Ministries, sectors and localities send growth scenarios to the Ministry of Planning and Investment in February 2025 for synthesis and monitoring.
Proactively carry out tasks and solutions within authority and research and propose specific mechanisms, policies, tasks and solutions in cases beyond authority, send to the Ministry of Planning and Investment for synthesis and reporting to the Government and Prime Minister to promptly remove difficulties and obstacles.
Report on monthly and quarterly implementation assessment, update growth scenarios (if any) and recommend and propose solutions to achieve growth targets, send to the Ministry of Planning and Investment before the 25th of each month.
The People's Committees of provinces and centrally run cities urgently direct the research and review of new resources, driving forces, capacities for growth and implementation solutions, and report to the People's Councils at the same level in February 2025 to adjust the local GRDP growth target in case the People's Council has decided on a lower growth target than the target in this Resolution in order to thoroughly grasp and organize synchronous, comprehensive and effective implementation./.
