'The target of completing 3,000km of expressway by 2025 remains unchanged'

In addition to the efforts of management boards and contractors to work day and night on expressway projects, localities, agencies and units need to identify this as an important and top political task to focus on directing and operating to ensure completion on schedule.

No delay in project completion

According to the report of the Ministry of Construction, to complete the goal of having over 3,000km nationwide by 2025, based on the actual situation, 7 inspection teams led by Deputy Prime Ministers assessed the possibility of completion, 28 projects with a total length of 1,188km were divided into 2 groups.

Specifically, Group 1: projects ensuring completion progress in 2025 include: 18 projects/897km basically no longer have major difficulties or problems, implementation progress closely follows the set plan.

Investors and contractors are making efforts to closely follow the plan. It is expected that by April 30, 2025, 2 sections of 90km will be completed and put into operation (Ben Luc - Long Thanh project, section from National Highway 1A to Nguyen Van Tao intersection, 20km long, the last section of Van Phong - Nha Trang project, 70km long) and the main expressway routes of 4 projects, 158km long, will be opened to traffic (Bai Vot - Ham Nghi project, 35km, Ham Nghi - Vung Ang, 54km, Bung - Van Ninh, 49km, Bien Hoa - Vung Tau, section through Ba Ria - Vung Tau province, 20km).

Five projects (Vung Ang - Bung, Van Ninh - Cam Lo, Hoai Nhon - Quy Nhon, Quy Nhon - Chi Thanh, Hoa Lien - Tuy Loan and the remaining 13km of the Van Phong - Nha Trang section) with a total length of 278km are focusing on resolving existing problems and actively constructing to strive to open to traffic on September 30, 2025.

The remaining projects include: Quang Ngai - Hoai Nhon, Chi Thanh - Van Phong, Can Tho - Hau Giang, Hau Giang - Ca Mau, Cao Lanh - Lo Te, Lo Te - Rach Soi, Ben Luc - Long Thanh, Ho Chi Minh City Ring Road 3 section through Long An. Investors and contractors are organizing and implementing scientific construction, with determination and striving to complete the main expressway route by the end of this year.

Group 2: projects that are still facing many difficulties and whose progress has not met the set plan: including 10 projects/291km with a plan to be completed in 2025. In which, the Ministry of Construction, as the managing agency of Component 2 Bien Hoa - Vung Tau Project (18km), is still facing difficulties in site clearance and relocation of technical infrastructure. Up to now, when the source of materials has been guaranteed, the Ministry of Construction is directing investors and contractors to speed up the implementation progress and organize construction in stages at locations with available site clearance, determined to complete the main route by the end of 2025.

For projects managed by local authorities including: Component Project 1 and 3 Khanh Hoa - Buon Ma Thuot (Khanh Hoa 20km, Dak Lak 48km), Component Project 1 Bien Hoa - Vung Tau (Dong Nai 16km), Tuyen Quang - Ha Giang (Ha Giang 27km, Tuyen Quang 77km) with a total length of 188km, there are still problems with land, construction materials, capital, and large remaining volume, requiring units to proactively overcome difficulties and obstacles, make efforts to construct "3 shifts and 4 shifts", take advantage of dry season weather conditions, carry out construction in a rolling manner, and organize construction scientifically to meet the ability to complete in 2025.

The Ho Chi Minh City Ring Road 3 project, section through Ho Chi Minh City (47km), Dong Nai (11km), Binh Duong (11km) with a total length of 69km, is still stuck with land clearance, the volume of materials to be brought to the construction site is very large while the exploitation capacity is still limited, the volume of implementation from now until the end of the year is still very large; there must be reasonable technical solutions, efforts to implement to meet the completion schedule by the end of 2025; otherwise, there is a risk of greatly affecting the goal of completing 3,000km of expressway.

The Cao Lanh - An Huu project (Dong Thap 16km) has a total length of 16km and requires a large amount of sand to be mobilized. The remaining volume is so large that it is difficult to meet the completion schedule by the end of 2025.

Identify difficulties and problems to solve

Emphasizing that the goal of completing 3,000 km by 2025 remains unchanged, the Ministry of Construction recommended that the Prime Minister direct provinces with large amounts of land clearance to mobilize the entire political system to complete all land clearance work; speed up licensing procedures, increase the capacity of stone and soil mines; coordinate with Vietnam Electricity Group (EVN) to complete the relocation of high-voltage power lines in accordance with the Prime Minister's direction, without affecting the construction progress.

Long An Province (Ho Chi Minh City Ring Road 3) speeds up the construction of the interchange with Ben Luc - Long Thanh Expressway to ensure the synchronous exploitation of 20km of the Ben Luc - Long Thanh project on April 30, 2025. Ba Ria - Vung Tau Province directs contractors to speed up the construction progress to open the Bien Hoa - Vung Tau project on April 30, 2025. Lang Son Province (Huu Nghi - Chi Lang) and Cao Bang Province (Dong Dang - Tra Linh) direct investors to resolutely implement to ensure the route is opened in 2025.

Ho Chi Minh City and the provinces of Dong Nai, Binh Duong (Ho Chi Minh City Ring Road 3 Project), Dong Thap (An Huu - Cao Lanh), Tuyen Quang (Tuyen Quang - Ha Giang) review, re-establish progress, take initiative in material sources, have appropriate and effective technical solutions, do not delay the project completion progress; be responsible to the Government and the Prime Minister for the implementation results.

The Ministry of Construction continues to direct investors and contractors to organize construction in "3 shifts, 4 teams" to speed up construction progress, ensuring the main route of Bai Vot - Ham Nghi, Ham Nghi - Vung Ang, Bung - Van Ninh projects to be opened to traffic on April 30, 2025, and to complete the 70km section of Van Phong - Nha Trang. For the Can Tho - Hau Giang, Hau Giang - Ca Mau projects and Bien Hoa - Vung Tau Component 2 Project, it is necessary to strictly control progress, monitor subsidence to immediately switch to construction of the foundation and road surface when conditions are met, striving to complete the main route before December 31, 2025.

The Ministry of Finance shall preside over and coordinate with localities to review and arrange sufficient capital for projects; promptly complete procedures for appraising and adjusting the investment policy of the Bien Hoa - Vung Tau project.

VEC reviews progress, accelerates completion of bidding packages to soon put into operation 20km from National Highway 1A intersection to Nguyen Van Tao intersection on April 30, 2025; urgently completes contractor selection for Package J3-1 of Ben Luc - Long Thanh project./.
