Minister of Planning and Investment Nguyen Chi Dung emphasized this at the opening ceremony of the Vietnam Semiconductor Industry Exhibition 2024 (SEMIExpo Viet Nam 2024), which took place on the morning of November 7 at the National Innovation Center (NIC) Hoa Lac.
SEMIExpo Vietnam 2024 has the theme "Elevating Vietnam in the global semiconductor supply chain".
Taking place over 2 days (November 7-8), SEMIExpo Vietnam 2024 is the first and largest international semiconductor exhibition held in Vietnam, chaired by the Ministry of Planning and Investment and assigned to NIC, in coordination with the Semiconductor Industry Association (SEMI).
Speaking at the opening ceremony of the exhibition, Minister Nguyen Chi Dung said that SEMIExpo Vietnam 2024 is an event marking an important step forward for Vietnam in its efforts to participate in the global value chain of the semiconductor industry - a field considered the "heart" of modern technology and the foundation for the digital economy.

Focus on investing in developing high quality human resources
According to the Minister, Vietnam, with its great advantage of being a country with stable politics, good economic growth for many years, and a young, abundant workforce with a passion for creativity, is a promising destination for investors in the semiconductor sector.
Recognizing this opportunity, the Government has issued the Semiconductor Industry Development Strategy to 2030 and Vision to 2050, with the goal of making Vietnam a global semiconductor human resource center by 2030 and a global semiconductor and electronics industry center by 2040.
"Vietnam's goal is not only to participate in the global value chain, but also to build an advanced and attractive semiconductor industrial ecosystem in the region and the world, helping the country become self-reliant and develop sustainably in this field," Mr. Nguyen Chi Dung emphasized.
To do this, the Vietnamese Government has determined: Promoting the strengths of Vietnamese culture and people to become a strategic breakthrough in the country's socio-economic development in the new era. In particular, focusing on investing in developing high-quality human resources for the semiconductor industry to meet domestic and foreign needs.
The Ministry of Planning and Investment has submitted to the Prime Minister for approval the Human Resources Development Program for Vietnam's semiconductor industry with the goal of training at least 50,000 human resources with university degrees or higher by 2030, 1,300 lecturers with specialized training in semiconductors, and building national and grassroots laboratories to serve human resource training in the semiconductor industry.

Recently, Minister Nguyen Chi Dung informed that the Ministry of Planning and Investment has proactively implemented the Semiconductor Human Resource Development Program, closely coordinating with the Ministry of Education and Training and relevant agencies; accompanying businesses and leading universities in the country and internationally to bring the most modern training programs and software into teaching, especially in areas such as microchip design, testing and packaging.
During the implementation process, NIC also cooperated closely and gathered the participation and support of many large semiconductor enterprises such as Cadence, Synosyps, Qorvo, Siemens, Marvell, ARM, Samsung...
In addition, the Ministry of Planning and Investment has assigned the National Innovation Center to coordinate with the US Department of State and Arizona State University (USA) to launch and implement the program in Vietnam, with the goal of training more than 4,000 microchip packaging and testing engineers from now until the end of 2025.
At the same time, Vietnam is also actively cooperating with the US, Japan, South Korea, Singapore, Taiwan (China), Europe, etc. to jointly train human resources and develop the semiconductor and artificial intelligence industries.
"We believe that, with a high-level training foundation and the participation of prestigious partners, each student and each engineer will be a brick in building a solid Vietnamese semiconductor industry," the Minister expected.

Vietnam is ready to welcome and cooperate in the field of semiconductor industry.
The Minister of Planning and Investment said that Vietnam has met all the conditions to be ready to welcome and cooperate with businesses and investors from all over the world in the field of semiconductor industry. Notably:
Firstly, Vietnam has a stable political system and strong determination from Party and State leaders in promoting innovation and developing advanced technology industries. The Party and Government clearly recognize that Vietnam is currently at an important juncture in the transition towards a digital economy, green economy, and circular economy.

Second , with a population of over 100 million people, Vietnam is in the "golden population" period with a young, enthusiastic, dynamic, and dedicated workforce, with the ability to quickly access science, technology, engineering, and mathematics (STEM) fields, which is a potential human resource and market for high-tech industries.
In addition, the Vietnamese Government is also placing high demands on comprehensive digital transformation in all sectors and fields. Therefore, Vietnam is also a major "customer and partner" of technology corporations in the world such as Google, Meta, Amazon with a constantly expanding market share.
Third, Vietnam has formed a semiconductor industrial ecosystem with the participation of many partners and high-tech enterprises.
Through expanding relations with prestigious semiconductor partners in the world, Vietnam has been implementing the motto "if you want to go fast, go alone, if you want to go far, go together", always accompanying partners and businesses to gradually affirm its position on the world semiconductor map.
Fourth, Vietnam has built an attractive business environment with many incentives for high-tech enterprises.
It is expected that in 2024, the Government will issue a Decree on the establishment, management and use of the Investment Support Fund to directly support businesses in this field in training, human resource development, investment in creating fixed assets, manufacturing high-tech products, etc., contributing to improving Vietnam's position on the global semiconductor industry map.
"In addition, NIC is under the Ministry of Planning and Investment, along with 3 high-tech parks in Ho Chi Minh City, Hanoi, Da Nang and many industrial parks with modern infrastructure, ready to welcome semiconductor investors with preferential mechanisms and favorable support," said Minister Nguyen Chi Dung.

SEMIExpo Vietnam 2024 attracts the participation of more than 5,000 delegates and 100 booths from major technology partners in the semiconductor field such as Cadence, Qualcomm, Intel, Qorvo, Dassault Systemes, Siemens, Tektronix, FPT, Viettel... with the participation of many components in the semiconductor ecosystem such as research institutes, universities, investment funds, businesses, organizations, associations, domestic and foreign experts in the semiconductor field...
The exhibition includes many seminars and sideline activities within the framework of the exhibition. This is an opportunity to connect Vietnam with the world in the field of semiconductors: introducing Vietnam's potential and advantages to world semiconductor businesses; opening up opportunities for Vietnam to participate in the stages of this industry.
Within the framework of the exhibition, the Dialogue Program with domestic and foreign semiconductor enterprises chaired by the Minister of Planning and Investment is a high-level forum to exchange and share best practices of the semiconductor industry from international and Vietnamese experts, business leaders, and policy makers.
