The expansion is carried out according to the granted investment registration certificate. The land allocation term is long-term, and the form of land allocation does not collect land use fees.

The Hai Duong City People's Cemetery Expansion Project of Hai Duong Urban Works Management Joint Stock Company was granted the first investment certificate by the Provincial People's Committee on January 17, 2013.

The project investment objective is to build and expand Cau Cuong cemetery to serve the burial needs of the people. The project implementation location is in Hai Tan and Tan Hung wards (Hai Duong city).

The project uses more than 3.3 hectares of land. However, due to problems in the site clearance process, the project has only been handed over nearly 3.2 hectares of land.

By the end of 2024, Hai Duong City will complete site clearance of the remaining area.
