The imperative to accelerate investment for the future

In 2024, public investment is expected to continue to be the leading important driving force, a stimulus for the country's economy, creating infrastructure for development in the coming years.

Thanh Hoa province has recognized and implemented this issue very seriously and effectively. Since the beginning of August 2023, the Provincial People's Council has issued a Resolution on the planned public investment plan for 2024 in Thanh Hoa province (first time). In early 2024, the Chairman of the Provincial People's Committee issued Directive No. 01/CT-UBND on accelerating the progress of implementation, disbursement of public investment capital and improving the effectiveness and efficiency of management and use of public investment capital in 2024. Subsequently, the province has issued many documents directing and guiding the implementation of this task. Most recently, on August 28, the Chairman of the Provincial People's Committee issued Directive No. 14/CT-UBND on implementing tasks and solutions to promote disbursement of public investment capital in the last months of 2024 in Thanh Hoa province.

In this directive, the Chairman of the Provincial People's Committee requested investors to increase the frequency of on-site inspection and supervision to immediately correct shortcomings and limitations; urge contractors and consultants to speed up progress. Resolutely handle difficulties and obstacles that affect the progress of implementation and capital disbursement of projects...

In particular, the heads of investors and chairmen of People's Committees of districts, towns and cities are required to enhance their roles and responsibilities in accelerating the progress of implementation and disbursement of public investment capital; be responsible to the Provincial People's Committee and the Chairman of the Provincial People's Committee for the results of public investment capital disbursement in 2024 of their units and localities. If the disbursement plan is not completed on schedule, the budget must be canceled and the responsibility of the collective, heads and related individuals must be reviewed.

These drastic requirements have brought about very clear results. By the end of October 28, the value of public investment disbursement in 2024 of the whole province, including capital in 2022 and 2023 extended to 9,301.7 billion VND, equal to 65.9% of the plan, 10.8% higher than the same period. If only calculating the 2024 plan, the disbursement rate of the whole province is equal to 67.9% of the plan, 15.6% higher than the disbursement rate of the whole country. Thanh Hoa's public investment disbursement is currently in the leading group of the whole country.

These figures are commendable, but not reassuring. We only have exactly 2 months left to complete the remaining 30% of the year’s plan, which is not easy. This is the end of the year, there are many other tasks to complete, which will significantly affect the implementation of public investment tasks.

At the province-wide online conference on the implementation of the 10-month state budget public investment plan; deploying key tasks in the last months of 2024, Chairman of the Provincial People's Committee Do Minh Tuan launched a 60-day and night campaign to accelerate the disbursement of public investment capital in 2024, with the goal of disbursing 100% of the capital assigned by the Government by December 31.

The head of the Provincial People's Committee emphasized that during the implementation process, it is necessary to not be subjective in any situation, to make the most of the conditions, and to uphold the spirit and responsibility to complete the set goals. The priority solution for implementation is leadership, direction, and management. This task must be carried out in a synchronous, close, drastic, and specific manner, grasping each project to direct its implementation.

Knowing it is difficult, but there is no other way, because this is a political order, an investment for the future, industries and localities must be clearly aware, to respond appropriately.
