If I lose my university or college diploma, can I get a reissued original?

TTH (from Lam Dong) is a former student of the 2011-2013 course of Saigon College of Tourism. After many years, unfortunately H. lost her diploma so she asked to have it reissued.

Responding to this issue, Master Ngo Thi Quynh Xuan, Principal of Saigon Tourism College, said that for colleges and intermediate schools in the vocational education system, the re-issuance of graduation certificates is carried out according to the Circular regulating the form of intermediate and college graduation certificates; printing, management, issuance, revocation and cancellation of intermediate and college graduation certificates of the Ministry of Labor, Invalids and Social Affairs.

“Specifically, the original diploma is only issued once to students. Therefore, when a student loses his/her diploma, the school will only issue a copy,” said Master Quynh Xuan.

A copy of the university diploma is reissued to the student.

Similarly, for university diplomas, in case a learner loses his/her diploma, reissuance will be carried out in accordance with the Circular promulgating regulations on management of junior high school diplomas, high school diplomas, intermediate pedagogical diplomas, college pedagogical diplomas, university education diplomas and certificates of the national education system as prescribed by the Ministry of Education and Training.

Dr. Vo Van Tuan, Vice Principal of Van Lang University, said that there have been many cases of students who lost their diplomas and contacted the school to request a reissue.

“However, according to the provisions of the above circular, diplomas and certificates are issued once, except in cases where diplomas and certificates have been issued but are found to be written incorrectly due to the fault of the competent authority issuing the diplomas and certificates, the authority that issued the diplomas and certificates is responsible for reissuing the original diplomas and certificates. Therefore, the school only reissues copies to students who have lost their diplomas,” Dr. Tuan shared.

In case the form of the copy of the diploma or certificate has changed at the time of issuance, the agency managing the original book shall use the current form of the copy of the diploma or certificate to issue to the learner.

According to Master Pham Thai Son, Director of the Admissions Center of Ho Chi Minh City University of Industry and Trade, the content of the copy is the same as the official copy, except for the word "Copy". "This copy of the diploma or certificate has the same legal value as the original, except in cases where the law has other regulations for copies of university diplomas", said Master Son.
