Binh Duong Provincial Inspectorate has selected 3 bid packages of 2 projects for inspection, including: bid package No. 1 - Construction of Vam Tu road and bridge under the Vam Tu road and bridge construction project; bid package No. 2 - Construction of section 2 of km65+720-km69+920; bid package No. 3 - Construction of section 3 of km69+920-km73+369 under the project to upgrade and expand DT.746 road, from Tan Thanh intersection to Hoi Nghia intersection in Tan Uyen city and Bac Tan Uyen district, Binh Duong.

Through inspection, violations in the project implementation process, especially in the process of preparing bidding documents and bidding documents, were discovered.

For consulting units selecting contractors, Chuan Viet Construction Consulting Company Limited prepared bidding documents with a number of conditions that were not suitable for the scale and technical nature of package No. 1.

Quang Minh Construction Technology Consulting Company Limited prepared bidding documents for package No. 2 with some conditions that were not suitable to the scale and technical nature of the package.

Lien Thanh Urban Construction Technical Consulting Joint Stock Company, when preparing the bidding documents for package No. 3, included a number of conditions that were not suitable to the scale and technical nature of the package.

The behavior of consulting companies evaluating dossiers violates Decree No. 122/2021/ND-CP dated December 28, 2021 of the Government regulating administrative sanctions in the field of planning and investment.

The above enterprises may be fined from 30-50 million VND each. However, up to now, the violations of the above 3 enterprises have exceeded the statute of limitations for administrative sanctions (in the field of bidding, it is 1 year).

Binh Duong Provincial Inspectorate requested the unit to seriously rectify and learn from experience to avoid similar shortcomings in other bid packages.

The Binh Duong Provincial Inspectorate also requested the Traffic Construction Investment Project Management Board to seriously rectify and draw lessons from the collectives and individuals involved in the appraisal and approval of bidding documents...

Businesses also violate in Thu Dau Mot

Previously, Lao Dong Newspaper reported that when inspecting 3 public investment projects in Thu Dau Mot City, Binh Duong Provincial Inspectorate also discovered that Quang Minh Construction Technology Consulting Co., Ltd. and Lien Thanh Urban Construction Technical Consulting Joint Stock Company violated the implementation of bidding documents and bidding documents.

The above two companies' administrative violations in planning and investment can be fined from 30 to 100 million VND. However, the statute of limitations for punishment has now passed.
