(QBĐT) - After submitting a request to the Provincial Party Committee Standing Committee (PCB) to voluntarily retire early in accordance with Resolution No. 18-NQ/TW, Comrade Cao Van Dinh, member of the PCB Standing Committee and Head of the Provincial Party Committee's Propaganda Department, took time to talk with reporters of Quang Binh Newspaper about issues related to this decision.
All for the common cause
PV: Dear Head of the Provincial Party Committee's Propaganda Department, is this the most difficult decision?
Comrade Cao Van Dinh (laughs) : On the contrary... there is absolutely no difficulty at all. I remember, in the work "Reforming the way of working" written by Uncle Ho in the Viet Bac resistance base in 1947 under the pen name XYZ, he taught that: For a good party member and cadre to become a true revolutionary, there is nothing difficult. That is entirely up to the heart. If the heart only knows how to work for the Party, for the Fatherland, for the people, then one will move towards impartiality. If one is impartial, then one's shortcomings will gradually decrease, and good qualities will gradually increase... When every decision comes from the spirit of "impartiality", there will be no more difficulties, even the smallest ones.

PV: But if there is another decision. I would like to emphasize the word “if”. Do you think you will become a “barrier”?
Comrade Cao Van Dinh : Absolutely not! I was born in 1966, according to the regime, I will have 3 more years before I retire. Currently, I am still healthy, enthusiastic, and have a lot of experience working in the field of propaganda. If I choose to stay, I will always excellently complete all tasks assigned by the Party and the people. But to be fair, I think the revolutionary cause is the common cause of the entire Party, the entire people, and the entire army, like a never-ending flow. As a cadre, party member, and leader, I clearly define my position in that flow to know when to stop, creating opportunities for young, talented, and virtuous people to inherit and develop.
Many cadres and party members like me, who have worked for decades, always completed their assigned tasks excellently, still have the desire to contribute and are ready to contribute, but for the common cause of the Party and State, when implementing Resolution No. 18-NQ/TW, they voluntarily wrote an application for early retirement with the simple thought of "putting the interests of the homeland, country, and people above all, first" so that the "revolution" of streamlining the organizational apparatus of the provincial political system can be carried out smoothly and achieve high results.

Propaganda work always accompanies the cause of innovation of the homeland and country.
PV: As a leader, can you review the results of the Propaganda sector in recent times?
Comrade Cao Van Dinh : In the revolutionary process of the homeland and the country, the Propaganda sector always plays the role of "leading the way", "going along with the development", "coming after to summarize". The team of Propaganda workers proactively and actively innovates the content and methods of propaganda activities, widely disseminates, raises awareness and actions for cadres, party members and the consensus of the people, making an important contribution to the completion of political tasks. The Propaganda sector has left many strong impressions, which have been recognized and highly appreciated by party committees, authorities and people at all levels.
PV: You mentioned the “imprint” of the Propaganda sector. Surely each achievement is linked to your personal role as the leader?
Comrade Cao Van Dinh : Here, I want to mention the dialectical relationship between "collective leadership" and "individual responsibility", so the achievements are the common achievements of the entire Propaganda sector.
The most prominent and far-reaching mark is that the Provincial Party Committee's Propaganda Department advised the Standing Committee of the Party Central Committee to continue to propagate and mobilize the entire Party, people and army to promote studying and following Ho Chi Minh's ideology, morality and lifestyle; creating a strong change in awareness and action within the Party, the political system and the people.

In the past time, the Provincial Party Committee's Propaganda Department advised the Provincial Party Committee's Standing Committee to successfully organize the study, dissemination and implementation of the topic "Studying and following Ho Chi Minh's ideology, morality and style on building a team of exemplary, dedicated cadres and party members who dare to think, dare to do, dare to take responsibility, dare to innovate for the development of the homeland and the country" for the entire Provincial Party Committee. This is a topic that the Propaganda Department has thought about, worried about, devoted much enthusiasm, originating from reality and suitable for the current situation.
The Propaganda Department also left many marks, creating consensus among cadres, party members and people on key projects of the province and the country, such as: Rao Nan Irrigation, North-South Expressway, Quang Trach I Thermal Power Plant, coastal road and Nhat Le 3 Bridge, Hon La seaport industrial park...
The Provincial Party Committee's Propaganda Department presided over and coordinated the successful organization of major events of the homeland and the country, such as: Implementing the production of a long documentary film on the History of the Quang Binh Provincial Party Committee. Completing a documentary film to propagate the 420th anniversary of the establishment of Quang Binh province, the 75th anniversary of the Quang Binh Uprising Day and the 35th anniversary of the province's re-establishment Day; collecting, exploiting and systematizing sources of documents and materials to serve the compilation of the History of the Quang Binh Provincial Party Committee, volume IV, period 2000-2020. In particular, successfully coordinating the organization of national and Ministry of National Defense-level scientific seminars on General, Commander-in-Chief Vo Nguyen Giap; Lieutenant General Dong Sy Nguyen; Major General Hoang Sam, Captain of the Vietnam Propaganda Liberation Army Team...
I emphasize and promote the role of the press and propaganda sector in the development of the homeland. In addition to its orientation function, the Provincial Party Committee's Propaganda Department becomes a bridge connecting "the Party's will and the people's heart", linking press activities with the practical life and society of the province. Always considering the press as the core force of propaganda work, regularly connecting party committees at all levels with press agencies in the area.
Always trust and expect from young staff
PV: Returning to the story of streamlining the political system apparatus "Straight-Straight-Strong-Efficient-Effective-Effective" in the spirit of Resolution No. 18-NQ/TW, in Quang Binh province, many leaders under the management of the Party Central Committee voluntarily applied for early retirement, including you. Is this a social "effect"?
Comrade Cao Van Dinh: Not like that! As I mentioned, the revolutionary cause is the common cause of the entire Party, the entire people, and the entire army, like a never-ending flow, the next generation inherits and promotes the traditions of the previous generation.

Here, we need to look at the voluntary actions of officials who request early retirement from two aspects:
Firstly, we have put "the interests of the homeland, country, and people above all else", knowing how to sacrifice personal interests so that the "revolution" of streamlining the organizational apparatus of the political system of Quang Binh province can proceed smoothly and achieve high results.
Second and most importantly, we always trust and expect a team of young cadres with capacity, qualifications, strong political will, "dare to think, dare to do, dare to take responsibility". We retire early to create many development opportunities for this team of young cadres and always trust and hope for effective succession from them, soon making Quang Binh a fairly developed province in the North Central region and by 2030 becoming a dynamic economy of the Central region, contributing to the whole country entering a new era, the era of national development.
