Yen Bai - On the afternoon of February 11, Comrade Nguyen The Phuoc - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee chaired a working session with relevant departments, branches and localities on the implementation plan of key projects and works of the province and the preparation for investment in projects using capital to overcome storms and floods invested by the Provincial Construction Investment Project Management Board as the Investor.

In the period of 2021 - 2025, the Yen Bai Provincial Construction Investment Project Management Board will implement 14 key projects, with a total investment of over VND 5,954 billion. Of which, there are 5 projects in the transport sector with a total investment of over VND 2,350 billion; 01 project in the technical infrastructure sector with a total investment of over VND 1,423 billion; 03 projects in the civil construction sector with a total investment of VND 1,160 billion; 02 projects in the agriculture and rural development sector with a total investment of VND 670 billion and 01 project in the fields of culture, sports and information technology with a total investment of VND 350 billion.
The total medium-term public investment plan for the period 2021 - 2025 assigned by the province is 3,611 billion VND. The accumulated capital allocation up to the end of 2024 is 2,756 billion VND. The total capital plan assigned in 2025 is over 782 billion VND. The disbursement value in 2025 at the time of reporting is over 18.5 billion VND. Along with that, the Provincial Construction Investment Project Management Board was assigned as the Investor for 6 projects to urgently overcome the consequences of damage caused by storm No. 3 in 2024 and floods after the storm, with a total estimated investment of over 214.5 billion VND. Currently, the investor is carrying out project preparation, selecting contractors and preparing economic - technical reports on construction investment; preparing project feasibility study reports...
Speaking at the meeting, Mr. Nguyen The Phuoc, Standing Vice Chairman of the Provincial People's Committee, emphasized: The Provincial Conference Center Project and the Provincial Party Committee Headquarters and Provincial Party Committees Project are two key projects of the province, which will host major local events, so the investor and contractor must focus on maximum equipment, machinery, and human resources; operate flexibly, and arrange to implement bid packages simultaneously to ensure the project's progress according to plan.
For the Provincial Convention Center Project, the Provincial Construction Investment Project Management Board must closely monitor construction items, interior equipment must ensure quality, technique, aesthetics, and compliance with the design. By the end of June 2025, the equipment contractor must complete the installation. This February, all trees must be planted in the project's campus and landscape area. By February 20, a detailed progress report on the project implementation must be submitted to the Provincial People's Committee, striving to complete before August 10, 2025 and put into use in September 2025.
For the Provincial Party Committee Headquarters Project and Provincial Party Committees, the Provincial Construction Investment Project Management Board coordinated with the Provincial Party Committee Office to urgently survey, consider, calculate, and rearrange the functional use of the Party Committees and specialized agencies to ensure that it is suitable for the actual working conditions of the agencies. Carry out the relocation, care, and replanting of the green tree system in the Provincial Party Committee headquarters, internal roads, and lighting.
Regarding the Yen Bai Provincial Radio and Television Station Project, the investor needs to coordinate with the Department of Construction, Natural Resources and Environment, and Yen Bai City People's Committee to locally adjust the planning on the basis of ensuring sufficient conditions for land acquisition; continue to complete investment procedures; urgently implement resettlement compensation and site clearance steps to have a site ready to welcome the Provincial Party Congress.
For the Yen Bai Province Sports Complex Project; Project on building inter-regional transport infrastructure to support socio-economic development of poor districts in Yen Bai Province (Khanh Hoa - Minh Xuan section); Project on connecting National Highway 32 (Gia Hoi, Van Chan) with Noi Bai - Lao Cai Expressway (IC15); Project "Integrated development of dynamic urban areas - Yen Bai City sub-project"... the Standing Vice Chairman of the Provincial People's Committee requested the Investor to coordinate with the locality to direct the project's Land Acquisition and Clearance Council to carry out inventory work, develop compensation and resettlement support plans for households that have received land reclamation notices, and speed up site clearance work to soon have a clean site for construction of the Projects.
For 6 urgent projects to overcome the consequences of damage caused by storm No. 3 in 2024 and floods after the storm, the Standing Vice Chairman of the Provincial People's Committee requested the investor to coordinate with the Department of Transport to continue to survey the site, appraise the construction implementation plan to ensure efficiency, and have flexible solutions to adjust investment in the projects.
