Lieutenant General Nguyen Anh Tuan, Party Secretary and Political Commissar of the Border Guard, chaired the conference. Attending the conference were Lieutenant General Le Duc Thai, member of the Party Central Committee and Commander of the Border Guard.
The report at the conference showed that in recent years, the Party Committee, the High Command and the Party Committees and commanders at all levels in the Border Guard have thoroughly grasped, led and directed the development and implementation of the Grassroots Democracy Regulations in a strict, synchronous and focused manner. Democracy in the leadership activities of Party Committees and Party organizations has been expanded and promoted. Party Committees and command organizations at all levels regularly innovate working methods and styles, maintain the tradition of democratic dialogue, pay attention to resolving policies and regimes for cadres, soldiers, union members and association members, promptly remove obstacles at the grassroots level, create high solidarity and unity; participate in giving opinions on building Party organizations, command organizations and supervising the activities of agencies and units, contributing to building a clean and strong Party organization and a comprehensively strong unit that is "exemplary and typical".

Concluding the conference, Lieutenant General Nguyen Anh Tuan, Party Secretary and Political Commissar of the Border Guard affirmed that in the process of summarizing the implementation of Directive No. 590, agencies and units have proposed solutions to effectively implement the Grassroots Democracy Regulations, notably the issue of resolving policies and regimes, especially housing for cadres, especially those working far from their families and in difficult circumstances. The Political Commissar of the Border Guard emphasized that this is a practical issue that is receiving attention from all levels; the Party Committee and the Border Guard Command have received opinions and requested leaders and commanders of key agencies and units to advise on how to gradually resolve and remove obstacles and solve welfare issues for cadres and soldiers.
To continue to lead and direct the strict and quality implementation of Directive No. 590, in the coming time, Lieutenant General Nguyen Anh Tuan requested that agencies and units in the Border Guard continue to promote and improve the quality and effectiveness of propaganda and education work for officers, soldiers and people in border areas to raise awareness of the position, meaning, role and importance of promoting the building and implementation of the Grassroots Democracy Regulations.

Always maintain, ensure and strengthen the implementation of democracy in all leadership activities of Party committees, management and administration of commanders; combine the implementation of the grassroots democracy regulations with the building of clean and strong grassroots Party organizations, improving the capacity and fighting strength of grassroots Party organizations; promote the role of leading cadres in all activities of agencies and units; promote the role of Steering Committees, Party committee members in charge, political agencies, political commissars and political officers at all levels in advising, proposing and implementing the grassroots democracy regulations to ensure strictness, unity and closeness to the functions and tasks of each agency and unit.
Recognizing and praising the collectives with outstanding achievements in implementing Directive No. 590, the Border Guard Command has proposed the Ministry of National Defense to consider and award Certificates of Merit to 2 collectives. At the same time, the Border Guard Command has awarded Certificates of Merit to 10 collectives for their outstanding achievements in 15 years of implementing Directive No. 590./.
