Last month, the provision on professional licenses was withdrawn from the draft. This time, the proposal to exempt teachers' children from tuition fees is stirring up many forums.
The practical issues have prompted the Government to submit to the National Assembly a separate law on teachers. Our nation has a tradition of studiousness, and the Party and State always give priority to education. However, the team of more than 1.6 million teachers with diverse types of schools and very different conditions.
University teachers, especially those at top schools, and teachers in big cities who participate in exam preparation, training, etc. have quite high incomes compared to the general level.
But preschool teachers and teachers in remote areas have very difficult lives.
Just one sentence in the 4th Central Resolution, 7th Session from January 1993: "Encouraging talented people to teach" was not easy to implement.
When actual income is not high, the working environment is difficult, and there is a serious shortage of teachers, attracting good people to become teachers is a big challenge.
Education is still a mess. While the public is still upset about a teacher "asking" parents to buy laptops to prepare lessons, there is also a stir about a teacher being "intimate" with a 10th grade male student...
Previously, a female teacher in Tuyen Quang was insulted and assaulted by a group of 7th grade students in the classroom, shocking public opinion. But what was more indignant was the indifference of some local leaders, saying that there was nothing wrong, that the teacher "had problems" so the students were like that.
"A word is a teacher, half a word is a teacher", the Law on Teachers is receiving high expectations. The draft law must introduce new policies, creating momentum to improve the status, enthusiasm, capacity and responsibility of teachers.
However, designing a breakthrough policy that also meets the criteria of "ripe and clear" is not simple. Many draft contents are difficult and entangled with current laws.
Preschool teachers work hard, the current retirement age of 60 is clearly inappropriate. But reducing her retirement age to 55 as proposed while maintaining the same pension level would violate the provisions of the Social Insurance Law and the principle of “contributing and receiving” of this fund.
Pay attention to housing for teachers, but the beneficiaries of the Housing Law have been clearly defined, will this extension cause overlap?
Similarly, the idea of exempting tuition fees for teachers' children is humane, but with the difficulty of securing resources and concerns about fairness, this regulation needs to be carefully considered...
In this 8th session, the National Assembly will pass many laws and resolutions in the spirit of innovation: only regulating contents under the authority of the National Assembly, not getting bogged down in details, "legalizing" decrees and circulars that are under the responsibility of the Government and ministries.
The National Assembly will find it difficult to fully complete such a heavy task without the contributions of experts and voters nationwide. As National Assembly Chairman Tran Thanh Man emphasized,
Strong: Law making must ensure quality and create trust among the people.
With a difficult law like the Law on Teachers, the constructive participation of the people and public opinion even before the law is officially put on the National Assembly's agenda is a positive signal, demonstrating the people's trust in the legislative body and also contributing to making the law more practical and the longevity of the law longer as expected!
