Speaking at the opening ceremony of the workshop, Mr. Nguyen Nguyen - Director of the Department of Publishing, Printing and Distribution (Ministry of Information and Communications), Vice President of the Vietnam Publishing Association said that in recent years, along with the attention and investment of the Party and the State, the publishing association has contributed to accelerating the development of publishing activities in terms of speed, scale, quantity and quality, achieving remarkable results.
Overview of the Workshop.
Accordingly, from 2004 to 2022, the scale of publishing has more than doubled. The quality of publications has also had many positive changes, the content is increasingly rich and diverse, the form is vivid and attractive with many types, both traditional printed books and electronic books, meeting the requirements of serving the political tasks of each industry and each locality, contributing to affirming the important position of publishing activities in social life, meeting the increasingly diverse and rich needs of the people for publications, actively participating in the construction and development of an advanced culture with strong national identity.
Mr. Nguyen Nguyen affirmed that contributing to this result is the important role of publishing association activities, including association between publishers, association between publishers and authors, owners of works, printing association, association of technology infrastructure and especially association between publishers and distribution units.
Comrade Nguyen Nguyen - Director of the Department of Publishing, Printing and Distribution commented that, along with the equitization process, publishing association has become one of the important solutions to promote publishing development.
Some publishers and distribution units, through joint activities, have known how to take advantage of opportunities, accumulate resources, and develop their teams. "The case of Tre Publishing House is an example of the development process through effective implementation of publishing joint ventures and building a publishing house development strategy. The case of Construction, Information and Communication Publishing House through joint ventures to coordinate the implementation of infrastructure for the industry is another example. With joint ventures, the awareness of building and developing brands is gradually formed," said Mr. Nguyen Nguyen.
However, Mr. Nguyen Nguyen pointed out the main shortcomings of the industry in recent times, which are that some publishers have lacked initiative in the process of organizing and exploiting manuscripts, leading to their failure to properly demonstrate their leading role in the association activities. There have even been signs of lax management, failure to strictly implement the publishing editing process, allowing many erroneous details to slip through, and releasing poor quality books to the market, causing public outrage.
Some publishing enterprises do not strictly comply with legal regulations and agreements with publishers on cooperation such as: self-printing, increasing the number of prints, not submitting copies, even changing the content of manuscripts, violating publishing laws and being punished.
The workshop is an opportunity for delegates to exchange opinions on publishing cooperation activities between publishers and publishing enterprises, to strengthen management and improve the effectiveness of these activities.
According to Mr. Nguyen Nguyen, there are many reasons leading to the limitations of the association, both subjective and objective, including deep-rooted causes from shortcomings in mechanisms and policies. "From the slow transition, the publishers' inability to keep up with the market mechanism. From the limitations in qualifications and expertise of both the leaders and editors of the publishing house and also the lack of vision in business thinking, even the "grab and grab" of some units participating in the association," Mr. Nguyen said.
Sharing her experience in joint publishing, Director and Editor-in-Chief of Literature Publishing House Ngo Thu Phuong said that in recent years, joint books have accounted for a large number of the total number of books published annually by Literature Publishing House, ranging from 60-70%. There have been many valuable literary works in terms of content and art published through joint publishing.
According to Ms. Ngo Thu Phuong, the biggest principle set by the Literature Publishing House for joint publications is to ensure the preservation of the identity, reputation and brand of the publishing house. This is clearly demonstrated through the strict terms in the joint publishing contract and the regulations on joint ventures. The Literature Publishing House has also developed an editorial process with the aim of assigning specific and detailed responsibilities to each editor, Editor-in-Chief, Deputy Editor-in-Chief, Director - Editor-in-Chief, thereby creating relatively close supervision of joint publications as well as the management of joint activities.
Mr. Nguyen Thanh Lam - Deputy Minister of Information and Communications delivered the concluding speech at the Workshop.
At the workshop, the delegates analyzed and clarified the current status of publishing association activities, pointed out the achieved results that need to be promoted and the existing limitations and causes leading to the existence and limitations to be overcome.
Many opinions were raised about exchanging professional knowledge, proposing measures to strictly control the publishing process, the joint publishing process to ensure the quality of publications, push back the problem of nonsense and useless books; not to put on the market books with illegal content...
Concluding the workshop, Deputy Minister Nguyen Thanh Lam affirmed that the theme of the workshop was very meaningful and necessary for publishers and book companies to express their thoughts and aspirations on a very "hot" issue of publishing today, which is publishing linkage.
According to Deputy Minister Lam, the publishing association has promoted positivity, created dynamism in searching for manuscripts, purchasing copyrights, organizing distribution as well as proactively grasping the market, thereby making practical and important contributions in many aspects to the overall achievements of the publishing industry, providing society with useful knowledge, information, and valuable publications in many areas of life.
However, this activity is also revealing many limitations and shortcomings. "Today's workshop has recorded many proposals for solutions to ensure the rights and responsibilities of publishers and associated partners in the spirit of mutually beneficial cooperation, thereby ensuring the position of publishers and maximizing the strengths of capital, technology, market, and the ability to access international markets of associated units, thereby contributing to the development of the publishing industry as well as improving the social knowledge foundation through the development of reading culture," said Deputy Minister Nguyen Thanh Lam.
