Deputy Minister of Information and Communications Nguyen Thanh Lam and Deputy Head of the Central Propaganda Department Phan Xuan Thuy chaired the workshop. The workshop was organized in both forms: In-person and online. There were about 15 presentations, focusing on issues and groups of issues related to the main theme of the workshop to recognize the role and position of publishing activities, discuss in depth some major issues, as a premise for the development of the industry, such as: Publishing house model, preferential policies suitable to the characteristics, human resource development and improving the quality of publishing house leadership in the new situation.
According to the report of Director of the Department of Publishing, Printing and Distribution Nguyen Nguyen, over the past 20 years, the publishing sector has increased by an average of 6-8% per year, the number of book titles has increased by 1.8 times, the number of book copies has increased by 2.2 times, and revenue has increased by 3.2 times.
In 2022, it will reach 6 copies/person/year; in 2023, there will be nearly 37,000 publications, over 530 million printed books and e-books, bringing the average publication rate per capita (excluding imported publications) to 5.3 copies/person/year.
The printing sector is growing in both scale and quantity, with the industry-wide growth of about 6%. By 2023, the industry will have over 2,100 printing establishments with a revenue of nearly 100 trillion VND, becoming a developed industry.
However, the scale of all three sectors is still limited with total revenue reaching only about 102,000 billion in 2023. The printing sector is still small-scale, with limited technological capacity and outdated equipment. The distribution system is developing unevenly, with many shortcomings; bringing books to remote areas is still difficult...
Therefore, the conference organizers hope that publishing units will discuss the contents that need to be amended and supplemented to the Publishing Law, propose administrative procedure reforms in the fields of publishing, printing and distribution to ensure compliance with the requirements of digital transformation and international integration...
Policy for e-publishing and digital transformation in publishing activities
Points a, b, c, Clause 1, Article 45 (Publishing Law 2012) and Article 17 (Decree 195/2013/ND-CP) stipulate: “A publisher shall carry out electronic publishing when it meets all of the following conditions: Having the capacity in terms of equipment, technology and technical human resources to operate and manage the electronic publishing process; Having technical measures in accordance with the regulations of the state management agency to prevent illegal copying and interference with the content of publications; Having a Vietnamese Internet domain name in accordance with the provisions of law to carry out electronic publishing on the Internet ”.
According to Director and Editor-in-Chief of Information and Communication Publishing House Tran Chi Dat, not all publishing houses have the capacity and potential to meet the above regulations. Therefore, the Publishing Law needs to allow and clearly stipulate that publishing houses can associate with publishing houses that have been granted a "Confirmation of registration for publishing/distributing electronic publications".
In electronic publishing, copyright infringement is extremely complicated. Regarding this issue, the representative of Tre Publishing House said that there needs to be a fundamental and comprehensive solution, especially solutions on digital platforms, on the basis of coordinating with competent authorities to implement a system of synchronous solutions, both to propagate and mobilize readers to change their awareness and behavior in receiving knowledge on the basis of respecting copyright, and to detect and strictly handle organizations and individuals who violate copyright.
On the part of the publisher, the representative of Fahasa Book Publishing Company suggested that there should be more drastic solutions in preventing counterfeit books; have scientific research topics, learn from models of advanced countries to develop reading culture in the country; have a mechanism to control quality, control prices on online business channels, prevent the sale of pirated books, poor quality books and dumping; have better preferential policies for reputable units in the industry on rental prices to open many large bookstores on par with countries in the region.
The World Publishing House representative hopes for a unified model of publishing houses because only then can we come up with consistent mechanisms, policies, and development strategies.
"It is necessary to develop specific mechanisms and policies for the type of publishing houses as units operating in the fields of politics, culture and ideology. These are mechanisms and policies on land and headquarters rental prices, tax exemptions and reductions, infrastructure investment, publishing costs, human resource training, support, preferential bank loan interest rates, long-term and in-depth projects...", the representative of The Gioi Publishing House affirmed.
Smart Model in Printing Industry
Regarding the printing sector, Chairman of the Vietnam Printing Association Nguyen Van Dong said that Vietnamese enterprises are under competitive pressure in the domestic high-quality printing product segment due to differences in competitive advantages, marketing capacity, technology level and management capacity, especially product quality management.
Therefore, in addition to the efforts of printing enterprises, there needs to be institutional reform, amendment and supplementation to create conditions for the printing industry to develop more firmly and harmoniously.
Green and high-quality development will become the technology development trend of the printing industry in the future. Therefore, the representative of Vietnam Trade Union Printing Joint Stock Company proposed: Promote research on future development trends of the printing industry to suit the economic situation; need to research and pilot the development of smart printing factory models; build 4 standards for printing industry applications including: Basic common standards, Smart printing equipment, Smart printing factory, Smart printing service.
Deputy Head of the Central Propaganda Department Phan Xuan Thuy affirmed that the issues raised at the workshop are an extremely important basis for the Central Propaganda Department, the Ministry of Information and Communications, and the Vietnam Publishing Association to listen to and take note of the proposals of publishing houses, printing and distribution units; jointly research, coordinate, and propose fundamental solutions in the process of summarizing 20 years of implementing Directive 42-CT/TW; promptly advise the Central Party Secretariat on new policies and guidelines, and perfect legal institutions to improve the quality of publishing activities, meeting the requirements and tasks in the new period.
After listening to the opinions of the delegates, Deputy Minister of Information and Communications Nguyen Thanh Lam affirmed that he would accept and "certainly concretize" them to further promote publishing development.
The Deputy Minister affirmed that the Ministry of Information and Communications is making efforts to resolve tax issues for businesses. A number of circulars that the Ministry will soon issue will have many directives on tax reduction, including the import tax on 10 printer models for the printing industry being reduced to 8%. In addition, minimizing administrative procedures will also be a key task./.
