8 years in prison for "circling" scam

(Dan Tri) - Despite being unable to pay due to business losses, Sam still borrowed money from many people. The defendant lied that he was selling mortgaged land to the bank to defraud 850 million VND from a woman.

On December 5, Vinh Long Provincial People's Court opened a first-instance criminal trial, sentencing defendant Phan Thi Hong Sam (40 years old) to 8 years in prison for fraud and appropriation of property.

According to the indictment, due to owing many people in the course of doing business, on September 20, 2023, Sam asked to borrow 1.2 billion VND from Mr. LDK, residing in Vung Liem district. Sam promised to pay after 3 days, but when the payment deadline came, the subject said he had no money.

Then, Sam told Ms. LTHD, residing in Vinh Long City, that he had 2 plots of land mortgaged to the bank for a loan of 1 billion VND, but there was currently someone buying 2 plots of land for over 1.5 billion VND, so he borrowed 950 million VND from Ms. D to pay the bank to get the land use right certificate.

To gain Ms. D's trust, Sam made a commitment that after 3 days he would complete the transaction and return the borrowed money.

After receiving the money from Ms. D., Sam took it to pay off the debt to Mr. K.

Ms. D. asked for money many times, but Sam only paid 100 million VND and took 850 million VND, so the victim filed a complaint.
