(CLO) The Vietnam Ethnic Culture and Tourism Village needs breakthrough mechanisms and policies to attract investment to become a national center for cultural, sports and tourism activities.
On December 17, the Management Board of the Vietnam Ethnic Culture and Tourism Village (Cultural Village) held a conference to discuss policies and solutions to attract investment.
In her opening speech, Deputy Minister Trinh Thi Thuy said that the Vietnam National Village for Ethnic Culture and Tourism has a favorable geographical location, land area and lake surface area that are very favorable for investment in various types of culture, sports and tourism, meeting the enjoyment needs of the people.
This is also a place for cultural exchange, conservation and promotion of the cultural heritage values of local ethnic communities. These are favorable conditions for investment, connection and opening up many new activities.
However, besides favorable conditions, there are also many challenges in mobilizing investment resources to develop the Cultural Village. Therefore, the conference aims to find solutions to attract investment into the Village, especially mobilizing investment resources for cultural development and investment in construction, completion and development of the infrastructure system as well as functional areas of the Village according to the plan.
According to the Management Board of the Cultural Village, the total area of the unit is 1,544 hectares (605 hectares of land, 939 hectares of land with water surface).
The general planning of the Village includes 7 functional areas: Sports and entertainment center area (125.22ha); Ethnic Village area (198.61ha); World cultural heritage area (46.50ha); comprehensive tourism service area (138.89ha); boat park area (341.53ha); Dong Mo lake green area (600.9ha); office management area (78.5ha).
The items invested in by the State include: General technical infrastructure system of the project; green tree and landscape system; ethnic village area.
In recent years, the Management Board of the Cultural Village has proactively worked with and welcomed large domestic companies and corporations to call for investment, typically TH Group, Vingroup, Muong Thanh Group Joint Stock Company, and Mat Troi Group Joint Stock Company. The corporations have sent representatives to come and conduct surveys, but so far the Management Board has not received any investment proposals in the functional areas.
In 2018, the Management Board of the Cultural Village issued a Decision on investment policy for Dong Mo Tourism - Culture - Resort Investment Joint Stock Company (legal entity representing Eurowindow Holding Joint Stock Company) to implement an investment project in the Comprehensive Tourism Service Area (Area D).
This project is called Ba Vi Legend Resort, implemented on a total investment area of about 120 hectares with a total investment capital of 4,832 billion VND. Currently, the project is in the process of researching and establishing a detailed construction plan at a scale of 1/500, but due to many legal problems, the project cannot be implemented in practice.
According to the leader of the Management Board of the Vietnam Ethnic Culture and Tourism Village, the reason why no investment projects have been implemented is due to difficulties with the provisions of the current Investment Law and the authorities of the Management Board of the Vietnam Ethnic Culture and Tourism Village as stipulated by the Prime Minister in Decision 39/2014/QD-TTg dated July 15, 2014.
In order for the Cultural Village to be invested and developed in accordance with the goals set by the Party and the State, and to be exploited and operated effectively in the long term, the Village Management Board proposes an investment and development perspective that is determined as "The Cultural - Tourism Village of Vietnamese Ethnic Groups is a model of a special economic - cultural zone, in which culture is both the driving force and the goal".
Accordingly, it is proposed to apply investment incentives like economic zones to functional areas, in order to promote investment attraction advantages and accelerate the filling of functional areas. This is also a driving force to promote the effectiveness and potential of developing the Cultural Village to become a National Cultural - Tourist Area.
Recently, to resolve and remove obstacles and difficulties, the Management Board of the Cultural Village has reported to the Ministry of Culture, Sports and Tourism, proposed and requested the Ministry of Planning and Investment to report to the Government Standing Committee to amend and supplement the Investment Law, however, there are still some recommendations that are not as expected.
At the Conference, delegates and businesses had many discussions, contributions and proposals. Among them, it was suggested that regulations on investment in the Cultural Village should be issued soon, and that the functions, authority and tasks of the Village Management Board should be defined. Mr. Trinh Ngoc Chung, Acting Head of the Cultural Village Management Board, said that the National Assembly recently passed the Law amending and supplementing a number of articles of the Law on Planning, the Law on Investment, the Law on Investment under the Public-Private Partnership (PPP) model and the Law on Bidding. These are laws that remove obstacles in authority and mechanism that the unit has long encountered difficulties with.
The Cultural Village is divided into two areas: public investment area and private investment area. Currently, to attract stronger investment in the Cultural Village, it is necessary to have a policy mechanism in accordance with legal regulations.
Mr. Trinh Ngoc Chung emphasized that, for the area attracting investment from non-state sources, breakthrough mechanisms are needed to create conditions for investors to enter the functional area according to the planning. From there, attracting domestic and international tourists, to turn the Cultural Village into a national cultural, sports and tourism center.
