On October 14, the Central Committee of the Vietnam Farmers' Union and the Ministry of Agriculture and Rural Development jointly organized the 9th National Farmers' Forum in 2024 with the theme "Listening to farmers speak". The Forum was attended by representatives of central ministries, branches, localities, many experts, scientists, and businesses; especially the presence of 126 outstanding farmers and typical cooperatives.
What do farmers expect?
Sharing at the Forum, Mr. Nguyen Sy Binh, Phat Co Aquaculture Cooperative (Quang Ninh), said that for many years, the unit has organized models of linking marine farming for export to the Taiwanese and Chinese markets, achieving revenue of 28 - 32 billion VND/year. However, the recent storm No. 3 caused heavy damage to the cooperative.
Mr. Binh proposed that the Central Farmers' Association and the Ministry of Agriculture and Rural Development have a voice to help farmers soon have their debts rescheduled, rescheduled, and deferred for interest payments on investment loans that have been damaged; and provide new loans with the most preferential interest rates for people to invest in rebuilding infrastructure to serve production.
Along with the reconstruction and recovery of production after the natural disaster caused by Typhoon No. 3 (Yagi) and the recent floods, other major issues were also of interest to farmers attending the Forum. Typically, mechanisms and policies to promote green, sustainable agricultural production, reduce emissions towards the Netzero target, or issues of production planning.
Mr. Nguyen Tien Loc, Outstanding Vietnamese Farmer of 2024 in Vinh Phuc province, shared that he is currently operating in the field of processing and trading fresh cow's milk products. Mr. Loc's enterprise has built the Vinh Tuong milk brand (Vinhtuongmilk) with a revenue of 4.5 billion VND/year.
At the Forum, Mr. Loc hopes that authorities at all levels and functional agencies will continue to pay attention and create favorable conditions for land and preferential loans to develop stable raw material areas...
Many farmers are also interested in support mechanisms and policies, building agricultural product brands, promoting and consuming agricultural products on digital platforms. There will continue to be more solutions to support farmers in producing according to standards, meeting market requirements, not only for export but also for the domestic market...
In addition, ministries and sectors need to have solutions and mechanisms to control live livestock, poultry, and imported frozen livestock and poultry products. Promote research, improve vaccine quality, organize thorough vaccination; at the same time, have a strategy to build a systematic animal feed processing industry...
Perfecting farmer support policies
At the Forum, Minister of Agriculture and Rural Development Le Minh Hoan and Chairman of the Vietnam Farmers' Union Luong Quoc Doan directly listened to the sharing of participating farmers, directly discussed and answered some difficulties, problems, proposals, reflections, aspirations of people in the fields of agriculture, farmers and rural areas.
According to Chairman of the Vietnam Farmers' Association Luong Quoc Doan, the questions, suggestions and opinions raised are not only the voices of individuals, but also represent the entire farming community, who are constantly contributing to the country's agriculture.
Vietnam’s agriculture is facing many major challenges, from the impact of natural disasters, climate change to international market demands. Specific solutions from authorities at all levels will be the key to helping farmers grow strongly, contributing to the development of sustainable agriculture and increasing the value of agricultural products in the international market.
“Based on the recommendations and proposals of farmers, the Central Association will coordinate with the Ministry of Agriculture and Rural Development to report, summarize and propose to the Party and State specific policies to support farmers to enthusiastically participate in production…” - Chairman of the Vietnam Farmers’ Association Luong Quoc Doan added.
Sharing at the Forum, Minister of Agriculture and Rural Development Le Minh Hoan said that through the recommendations sent by the people, he himself realized the concerns and enthusiasm of farmers for agricultural production, with the problems arising in production practices.
Minister of Agriculture and Rural Development Le Minh Hoan also emphasized that in Resolution No. 19-NQ/TW, the 5th Conference of the 13th Party Central Committee clearly identified 3 elements: ecological agriculture, civilized farmers, and modern countryside. The first solution to achieve the above goal is to improve the capacity of farmers so that they can assume the central position and be the subject.
“Through the Forum, we will continue to research and propose improvements to mechanisms and policies for agriculture, farmers, and rural areas. We also hope that people will gradually change their production methods; because when farmers change, agriculture will change…” - Minister of Agriculture and Rural Development Le Minh Hoan emphasized.
