Demonstrate efforts in removing IUU yellow card
Questioning the Minister of Agriculture and Rural Development, delegate Tran Thi Nhi Ha (National Assembly Delegation of Hanoi) said that in 2024, the seafood industry will continue to face many challenges, from the market, selling prices to challenges due to trade barriers. Especially in the context that Vietnam has been warned by the European Commission (EC) for nearly 7 years on IUU fishing (illegal, unreported and unregulated fishing).
The delegate asked the Minister to tell us what difficulties and obstacles the Ministry is currently facing in the process of lobbying the European Commission to remove the yellow card on fisheries for Vietnam? Does the Minister have any specific commitments to resolve this issue?
Responding, Minister of Agriculture and Rural Development Le Minh Hoan said that the main solution is still to effectively implement the Vietnam Fisheries Development Strategy to 2030, with a vision to 2045; the Sustainable Agriculture and Rural Development Strategy for the 2021-2030 period, with a vision to 2050, which have been approved by the Prime Minister. In particular, fisheries development is based on three pillars: reducing exploitation, increasing aquaculture and marine conservation, to ensure fishery reserves for future generations.
According to the Minister of Agriculture and Rural Development, the solutions to remove the IUU yellow card over the past 7 years have had certain results. However, despite reducing 20,000 ships, compared to other countries in the region, the number of Vietnamese ships in the sea is too large, affecting sustainable development.
“In the coming time, we need to continue to demonstrate Vietnam’s efforts in removing the IUU yellow card; coordinate with the Ministry of Foreign Affairs, the Ministry of Public Security and the Ministry of National Defense to implement the peak month. At the same time, we need to coordinate with the Ministry of Education and Training to find solutions to raise awareness among fishermen to participate in protecting aquatic resources,” the Minister of Agriculture and Rural Development emphasized.
Solutions to protect trademarks and agricultural brands?
Participating in the questioning, delegate Dieu Huynh Sang (National Assembly Delegation of Binh Phuoc) stated that developing brands and trademarks of key agricultural products aims to increase the value and competitiveness of agricultural products, contributing to stabilizing export activities and increasing income for people. However, the development and protection of brands and trademarks of key agricultural products of our country are not yet effective.
Therefore, the delegate asked the Minister of Agriculture and Rural Development to inform him about the solutions to ensure the brand value of cashew nuts and durian, as well as protect the rights and improve the lives of the people in the coming time?
Responding, Minister of Agriculture and Rural Development Le Minh Hoan said that he had been to the “cashew capital” of Bu Dang (Binh Phuoc province) and witnessed people cutting down cashew trees to plant durian. People said that durian brought in an income of 1 billion VND/ha, while cashew trees only brought in 35-40 million VND/ha. So, what should farmers do? This is a very bitter question.
According to Minister of Agriculture and Rural Development Le Minh Hoan, in the coming time, it is necessary to adapt to market rules. The Ministry has also organized an agricultural extension model, the cashew tree itself has many layers of value. In addition, the Binh Phuoc Young Entrepreneurs Association processes cashews in a very diverse way, the Minister of Agriculture and Rural Development suggested that Binh Phuoc province should promote OCOP cashew products. At the same time, it is necessary to build a chain of sharing and linking between cashew growers and cashew processing enterprises.
Regarding the durian issue, in the coming time, Binh Phuoc will restructure the durian industry. There is no other way, if we want to build a durian brand, we must have an industry association, in which there is a connection between businesses, warehouses and durian farmers to protect the brand and trademark.
Recently, the Ministry of Agriculture and Rural Development has signed the second Memorandum of Understanding on processed durian such as durian pulp, durian seeds, frozen durian, etc. We have now opened the durian industry to the Chinese market. Therefore, we need to make durian a national product, build and design a common policy on durian for farmers, businesses, science and technology, infrastructure, etc.
To protect cashew trees from new market trends, Minister of Agriculture and Rural Development Le Minh Hoan recommends that people grow red lingzhi mushrooms under cashew trees, so that cashew gardens will have multi-layered value.
