Doing good ideological work in the revolution of streamlining the apparatus

BHG - The revolution to streamline the apparatus of the political system is a determination to bring the country into the era of national development. In the effort to arrange and streamline the apparatus, many difficult and challenging problems will arise, requiring us to solve them well and one of the important problems that needs to be given top priority is ideological work. Thereby, to create unity in perception and action for the common interests of the nation.

It can be affirmed that the determination to streamline the apparatus of the political system for the goal of national transformation and development is the will of the People. Therefore, in the past time, all levels, sectors, localities and the People have unanimously supported, thanks to which we have been making efforts to arrange and streamline the apparatus at all levels and sectors with the results achieved over many years combined. On February 28, 2025, the Politburo continued to have Conclusion No. 127, directing the study of merging some provinces, not organizing the district level, merging some commune-level units and many other important contents. Thereby, affirming the high determination of the Central Committee and continuing a renewal process since we carried out the country's renewal from the 6th Party Congress - 1986.

From the perception, it can be seen that this is the golden time to carry out the revolution of streamlining the apparatus and is an inevitable part of the history of national development. And there are issues that arise when we carry out streamlining and reorganization that will affect the interests of a part of civil servants, public employees, and workers, directly those who are subject to the reorganization and streamlining. Along with that, many sectors and units will rearrange their operating locations, bringing their focal points to a central province or city for convenience in management and operation. For example, Customs, Tax, State Bank, Treasury, Social Insurance in Ha Giang province are sectors that bring their headquarters to areas in provinces such as Thai Nguyen, Phu Tho, Bac Ninh, Tuyen Quang. Therefore, a significant number of cadres and employees will have to change their positions and work locations...

In the process of implementing the policy of researching and merging some provinces, not implementing at the district level, continuing to merge commune-level units will certainly continue to have impacts on the interests and thoughts of a part of civil servants, public employees and workers. Therefore, in recent days, we can see the sharing of feelings of provincial, district and communal officials related to the streamlining of the apparatus with questions about the regime and benefits after the merger and arrangement; or what the team of civil servants, public employees and workers in their current positions will do after the arrangement and merger, especially for district and grassroots officials. Taking advantage of the time when we are implementing the streamlining, hostile forces have many arguments to sabotage, incite public opinion, speak ill of the Party and Government, and distort the noble goal of the arrangement and streamlining of the apparatus. These are the issues that require all levels, sectors and units to continue to pay attention, research, propagate and do a good job of ideological work for cadres, party members and people about the goals of the revolution for the development of our nation.

In the coming time, the task of streamlining the apparatus of the political system will have many more important and larger tasks. There will be greater impacts on the thoughts and interests of many people, as General Secretary To Lam once said, "streamlining the apparatus of the political system is a difficult problem, even very difficult, when streamlining the apparatus, it will be related to the thoughts, feelings, aspirations, and interests of a number of individuals and organizations. Therefore, this work needs to be carried out objectively, carefully, democratically, scientifically and methodically". In that spirit, to fulfill the requirements of the revolution of streamlining the apparatus, we cannot underestimate the ideological work for cadres, party members, and people, especially those directly involved; it is necessary to study and apply the policies of the Central and local governments in thoroughly resolving the regimes for those arranged according to the streamlining regime, those with the spirit of volunteering.

In an effort to carry out ideological work for cadres, party members and people, in the past time, our province has actively directed attention to this work. Thereby, from the province to the districts and sectors, all have organized meetings and contacts between leaders and cadres, civil servants, public employees and workers of units implementing the apparatus arrangement to grasp the thoughts and aspirations of workers. The press and propaganda agencies of the province have also actively followed the tasks of the apparatus streamlining revolution, promptly propagating policies, orientations and tasks to cadres, party members and people in Ha Giang. In that spirit, we see the high consensus and support of cadres, party members and people for this apparatus streamlining revolution.
