This morning (June 29), the Standing Committee of the Provincial People's Council held a session to explain the allocation norms of the budget for regular expenditures and forest protection contracts. Comrade Nguyen Hoai Anh - Alternate member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council and Vice Chairmen of the Provincial People's Council chaired the meeting. Also attending were representatives of relevant departments, branches, sectors and localities.
Chairman of the Provincial People's Council Nguyen Hoai Anh said that along with the achievements in recent years and the first 6 months of 2023, the province's socio-economic situation continues to have significant developments; the material and spiritual life of the people continues to improve. In addition, the implementation of policies still has some difficulties and obstacles that affect the regular operations of agencies, units and the interests of beneficiaries.
Specifically, in the past time, the implementation of Resolution No. 12/2021/NQ-HDND dated December 8, 2021 of the Provincial People's Council on promulgating principles, criteria and norms for allocating regular expenditure estimates of the local budget in 2022 and the period 2022 - 2025 in the province has encountered a number of difficulties and obstacles. In particular, there are 2 contents that need attention: the norms for allocating estimates for state management expenditures, Party and mass organizations according to the assigned payroll are quite low compared to the general level of the whole country (lower than 54 provinces and cities), and difficulties in performing regular expenditure tasks.
The arrangement and allocation of the budget to pay for labor contracts under Decree No. 111/2022/ND-CP to replace labor contracts under Decree No. 68/2000/ND-CP has not yet had a specific allocation norm, leading to many difficulties and confusion for state management agencies, the Party, unions and public service units that have not yet ensured regular expenditures...
Regarding the payment of forest protection contract funds for ethnic minority areas, in 2023, after the Provincial People's Council approved the plan to allocate funds from the Central Government's support capital from the National Target Program on Socio-Economic Development for Ethnic Minorities and Mountainous Areas in Resolution No. 11/NQ-HDND dated May 9, 2023, the coordination process of departments and branches is still slow, so the Provincial People's Committee has not yet approved the payment funds. From 2023, the Provincial People's Committee will prepare a design dossier with a contract limit of no more than 30 hectares/household as prescribed in Clause 2, Article 4 of Resolution 18 and the number of households is different (an increase of 356 households) compared to the number of households approved in Appendix 2 of Resolution 18...
At the explanation session, representatives of relevant departments and branches reported on the implementation of the regular expenditure estimates allocated to affiliated public service units; explained the difficulties and obstacles in the implementation process leading to the delay in the payment of funds. At the same time, they clearly stated the causes and solutions to remove the difficulties and obstacles in the coming time. Another important content related to the voters' recommendation on the payment of forest protection contract funds to ethnic minorities in the province was not timely, slower than prescribed, affecting the daily life of the people, which was clarified by representatives of relevant responsible functional branches.
In his concluding remarks at the explanation session, Chairman of the Provincial People's Council Nguyen Hoai Anh acknowledged the seriousness, openness, and sense of responsibility of the heads of departments and branches in directing, operating, and managing the state for the two explanation contents, further clarifying the contents that delegates and voters are interested in. At the same time, he requested the Provincial People's Committee and heads of relevant departments and branches to focus on directing and organizing the drastic and synchronous implementation of solutions to achieve the results of the contents explained at the meeting. On the other hand, the Chairman of the Provincial People's Council requested the committees and delegations of the Provincial People's Council, according to their duties and powers, to actively monitor and supervise the implementation of the conclusions of the explanation session.
According to the Provincial People's Council, this is the first explanation session of the Provincial People's Council Standing Committee in the 2021 - 2026 term. Thereby, organizing an explanation session is determined to be a form of supervision according to the law, clearly demonstrating the responsibilities and determination of the Provincial People's Council Standing Committee in performing the responsibilities of an elected body; gradually turning explanation activities into regular activities, increasingly going into depth, achieving practical results.
