Lam Dong builds shared geospatial data infrastructure

Geospatial data plays an important role in the national economy, especially in the period of industrial development 4.0, developing digital programs as today. Geospatial information also plays an important role in developing smart cities, preventing and combating natural disasters, protecting the environment... In that trend, Lam Dong has been implementing the construction of a shared geospatial database system for Lam Dong province to catch up with the new era.

The National Digital Transformation Program to 2025, with a vision to 2030, clearly states the tasks of digital transformation in the operations of state agencies, developing e-Government, aiming at digital Government, focusing on developing digital infrastructure to serve state agencies in a centralized and seamless manner; creating open data that is easy to access and use, enhancing publicity, transparency, preventing and combating corruption, promoting the development of digital services in the economy; providing level 4 online public services on smart mobile devices so that people and businesses have the best experience of services, fast, accurate, paperless, reducing costs; improving the national ranking index on e-Government.

The implementation of digital transformation in localities such as Hanoi, Ho Chi Minh City, and Da Nang shows that building a digital data warehouse plays an important role in improving management quality, reducing costs, and enhancing transparency. Digital data warehouses in these localities not only serve the operations of state agencies but also support people and businesses to access information more easily, promoting community participation and supervision. The experiences from these pioneering localities will be valuable lessons for Lam Dong province to refer to and apply in the project implementation process.

The construction of the Lam Dong Province Shared Geospatial Database System not only meets current needs but also opens up long-term prospects, contributing to the sustainable socio-economic development of the locality; creating a foundation for deploying advanced technology applications in socio-economic development management and industry management to promote the process of building and developing smart cities.

This will become a tool to improve the quality and efficiency of public service implementation for state management agencies; meet the needs of exploiting and sharing information on urban development for people and businesses to look up, reflect information, contribute opinions, participate in building database systems, building and managing society. Gradually build a centralized data management system connecting at the provincial and grassroots levels. Share and integrate data with the National Database and serve as a basis for gradually institutionalizing the work of organizing, establishing, building and managing databases across the province to ensure completeness, consistency, and avoid overlap.

According to the Department of Science and Technology, the construction of a shared data warehouse for Lam Dong province will be formed from the construction of a provincial-level data synthesis and analysis platform to collect, centrally store, synthesize, analyze, and process data on socio-economic development from different sources, thereby creating new information and new data services to serve the digital government, digital economy, and digital society. Forming a provincial data portal, which is the focal point for accessing information and data on the network environment to serve the publication of open data, providing information on data sharing of state agencies within the province; providing documents, services, tools, applications for processing and exploiting data published by state agencies within the province, ready to connect to the National Data Portal.

Completing the Smart Monitoring and Operation Center is a system that allows the synthesis of all local information and data sources in all fields, providing a real-time overview of relevant subjects, thereby helping leaders at all levels to monitor, direct, and operate online and based on data to strengthen public management, improve governance effectiveness, operational efficiency of all levels of government, enhance interaction between the government and people and businesses; ready to connect and share data to serve the online direction and operation of the Government and the Prime Minister according to scenarios when requested. It is an environment and tool to help users interact with state agencies to use digital government services. Through the internet environment, users can use the following communication channels: Online Public Service Portal (in the country, it is the National Public Service Portal, in ministries, branches, and localities, it is the information systems for handling administrative procedures at the ministerial and provincial levels); Data portal; Portal/Website of state agencies; Applications on mobile platforms such as: Electronic Identification Application (VNeID), Digital Social Insurance Application (VssID)...; Information lookup kiosk...

This will also be the data platform for specialized databases and information systems, which are systems built and developed to serve the needs of exploitation, use, management, and processing of specialized professional requirements according to the scope and responsibility of state management for each sector and field of the unit and locality, with the service objects being cadres, civil servants, public employees, and workers of state agencies and citizens, businesses, and organizations.

Lam Dong province aims to complete policies on surveying and mapping by 2030, and update the national geographic map database with high accuracy, meeting the needs of management, socio-economic development, ensuring national defense, security and responding to natural disasters and climate change.
