Lai Chau issues Directive on forest fire prevention and fighting in dry season

In the first 9 months of 2023, Lai Chau province had complicated weather conditions, prolonged hot and dry weather, 31 fires occurred in the province, affecting 166.01 hectares of natural and planted forests.

In order to proactively and effectively implement measures to manage, protect forests and prevent forest fires, limit the number of fires and damage caused by forest fires, the Chairman of the Provincial People's Committee requests the Heads of departments, branches, sectors, the Provincial Forest Fire Prevention and Fighting Command, and Chairmen of the People's Committees of districts and cities to urgently implement the following contents:

Districts and cities in the province proactively propagate, disseminate and effectively implement the Forestry Law; continue to thoroughly grasp and organize the implementation of Directives and Circulars on forest protection and forest fire prevention and fighting of the Central Government and the province; strengthen the inspection, guidance and supervision of the People's Committees at the commune level and forest owners to strictly implement legal regulations, concentrate all resources on forest protection management and forest fire prevention and fighting, considering this a key task of localities and units; link the responsibility of forest owners and people in forest protection and management with the implementation of the forest environmental service payment policy. The Chairman of the People's Committee of districts and cities is responsible before the Chairman of the Provincial People's Committee and before the law if they are lax or irresponsible in management and direction, leading to forest fires, deforestation, exploitation, trading, transportation, etc.

Localities strengthen, consolidate and enhance the activities of local forest fire prevention and fighting command boards, specialized teams for protecting village forests; review and arrange forces and means to proactively participate in forest fire fighting according to the "4 on-site" motto. During hot weather, when the risk of forest fires is level III or higher, the command boards at all levels assign staff to be on duty 24/7 at the agency headquarters, including holidays and Tet, to receive fire reports; increase patrol forces, detect forest fires and grass fires to promptly deploy forest fire fighting measures; strictly control people entering and leaving forest areas at high risk of fire; strictly prohibit activities using fire in forests and forest edges.

Lai Chau province requires localities to resolutely implement measures to prevent and fight forest fires.

The Department of Agriculture and Rural Development advises the Provincial People's Committee and the Provincial Fire Prevention and Control Steering Committee to strengthen direction, inspection, and urging localities, units, and forest owners to strictly implement fire prevention and control measures. Coordinate with relevant departments, branches, and units to strengthen propaganda to raise awareness and responsibility in fire prevention and control work. Proactively prepare forces, vehicles, equipment, and tools to fight forest fires when large fires occur in the province.

Direct the Forest Protection Department to regularly monitor weather conditions, forecast and warn of daily forest fire forecasts to coordinate with information and communication agencies to disseminate information to all people when forest fire forecasts reach level IV and level V; monitor forest fire warning information on the early warning information system of the Forest Protection Department to direct inspection, verification and timely handling; arrange a 24/7 standing force to receive information on forest fire situations in localities and units.

The Provincial Police, the Provincial Military Command, and the Provincial Border Guard Command shall proactively prepare forces and means to participate in forest fire fighting; direct subordinate units to prepare forces, means, and supplies to promptly respond to forest fire emergencies when requested by the locality.

Media agencies coordinate with departments, branches, localities and units to strengthen propaganda on forest protection management and forest fire prevention and fighting; promptly issue warnings and forest fire forecasts during peak hot weather periods so that people know how to proactively prevent them.
