At the meeting, delegates continued to listen to and review the Verification Report of the Provincial People's Council's Legal Committee on the situation of law enforcement, ensuring national defense, security, order and social safety in 2024, directions and tasks in 2025; Verification Report of the Provincial People's Council's Ethnic Committee on the situation of ethnic work and the results of implementing socio-economic development policies, ensuring national defense and security for ethnic minority areas in the province in 2024; directions, tasks and solutions in 2025.

The meeting discussed and commented on the report of the Standing Committee of the Provincial People's Council on synthesizing voters' petitions before the 9th session of the 19th Provincial People's Council; Report of the Supervisory Delegation of the Standing Committee of the Provincial People's Council on the settlement and results of settlement of voters' petitions before and after the 8th session of the 19th Provincial People's Council.

Before and after the 8th session of the Provincial People's Council, the Provincial People's Council delegates met with voters at 45 locations in the centers of communes, wards, towns, villages and residential groups. Through meetings with voters, the Provincial People's Council Standing Committee received 118 petitions from voters and forwarded them to the Provincial People's Committee to direct agencies and units to consider, resolve and respond according to regulations.

Focusing on the following areas: agriculture, forestry, implementation of national target programs with 15 recommendations; construction investment, transportation, site clearance, irrigation, electricity with 39 recommendations; natural resources and environment with 16 recommendations; planning; tax, fee and charge management; finance; infrastructure development with 7 recommendations; culture - society with 30 recommendations.

118/118 voters' petitions forwarded by the Standing Committee of the Provincial People's Council have been considered, resolved and responded to by agencies and units. Of which: 22/118 petitions (19%) have been resolved; 76/118 petitions (64%) are being considered for resolution or have a roadmap for resolution; 20/118 petitions (17%) have been received and responded to by the Provincial People's Committee but due to resource difficulties or the need for central mechanisms and policies, they have not been implemented. Basically, petitions with sufficient basis and conditions for resolution have been resolved and responded to; petitions that cannot be resolved due to objective reasons have all been received and responded to specifically.

Provincial People's Council delegates give their opinions on the report on monitoring the settlement of voters' petitions.

The delegates clarified some issues and difficulties in the process of monitoring the settlement of voters' petitions. According to the delegates' assessment, the number of voters' petitions has gradually decreased over the years. Since the beginning of the term, there have been 974 petitions, a 30% decrease compared to previous terms, which shows that the positive changes in receiving and settling voters' petitions have been recognized.

In addition, through monitoring, it has also been shown that some recommendations are still low, especially those related to land and the issuance of land use right certificates. Although this is an area with a small number of recommendations, accounting for 18.3%, the number of recommendations resolved is low.

The delegates also pointed out some reasons for the slow resolution of proposals in the group of changes and adjustments due to limited propaganda work. The delegates also suggested that all levels and sectors need to pay attention to propaganda work to create consensus among the people, especially for site clearance and solving land-related issues.

Comrade Pham Manh Duyet, Director of the Department of Natural Resources and Environment, responded to delegates' opinions.

The opinions of the delegates were also directly answered and clarified by the Director of the Department of Natural Resources and Environment and the leader of the People's Committee of Son Duong district at the meeting.

The session passed a Resolution on handling voters' petitions before and after the 8th session of the 19th Provincial People's Council. The Resolution stated that the implementation of voters' petitions was of interest to the Provincial People's Committee and directed relevant departments, branches and units to implement; there were no cases where agencies, organizations and individuals under supervision failed to implement resolutions, conclusions and supervision recommendations.

The Provincial People's Council requests the Provincial People's Committee to pay attention to and continue to direct agencies, units, and localities to urgently implement and complete the conclusions and supervision recommendations of the Provincial People's Council, especially recommendations that have been directed to be resolved but have content that does not meet requirements, and need to continue to pay attention to and urgently direct implementation.

The meeting also listened to and considered the Report on the results of the thematic supervision of the Committee for Culture and Society on health work in the period of 2022 - 2024 in the province; Report on the results of the thematic supervision of the Committee for Economy - Budget on the progress of the implementation of the Project on developing revenue sources and strengthening state budget management in the period of 2021 - 2025 in Tuyen Quang province; Report on the results of the thematic supervision of the Committee for Ethnic Minorities on the results of the implementation of the program on stabilizing residents in disaster-hit areas, especially difficult areas, and special-use forests from 2016 to December 2023 in Tuyen Quang province.
