Hai Duong economy estimated to increase by 9.5% in 9 months

Chairman of Hai Duong Provincial People's Committee Le Ngoc Chau requested departments, branches and localities to concentrate the highest resources to overcome the consequences of storm No. 3.

On the afternoon of September 27, comrade Le Ngoc Chau, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Hai Duong province chaired the September meeting (2nd time) of the Provincial People's Committee to review the implementation of socio-economic development tasks in the first 9 months of 2024 and key tasks in the last months of the year; the implementation of the budget estimate for the first 9 months and solutions to implement the budget estimate for the last 3 months of the year...

According to the report of the Department of Planning and Investment, in the first 9 months of 2024, Hai Duong's economy maintained a high growth rate. The gross regional domestic product (GRDP) is estimated to increase by 9.5%, higher than the proposed scenario (increased by 8.67%).

Industrial production recovered positively, with the total production value estimated at VND275,936 billion, up 13.3%. Although agricultural production was affected by adverse weather, especially storm No. 3, the total production value of agriculture, forestry and fishery was estimated at VND16,905 billion, up 3.2%. Import-export activities grew steadily. Foreign investment attraction was quite good.

Notably, in the past 9 months, Hai Duong has exceeded the state budget revenue estimate for the whole year by 10%, an increase of 57.9% over the same period last year.

Standing Vice Chairman of the Provincial People's Committee Luu Van Ban suggested that the report should state the socio-economic growth scenario and implementation solutions in the last 3 months of 2024.

The province has paid attention to and fully implemented social security work; ensured national defense, security, social order and safety...

However, the disbursement rate of public investment capital in the first 9 months of the year was low. Some mechanisms, policies and legal regulations were not implemented synchronously and consistently. Storm No. 3 left many serious consequences, directly affecting the socio-economic situation in September in particular and the socio-economic development plan for 2024 in general. The number of newly established enterprises grew slowly.

Speaking at the meeting, Chairman of the Provincial People's Committee Le Ngoc Chau requested that departments, branches and localities focus their resources on overcoming the consequences of storm No. 3. The Department of Planning and Investment shall preside over and coordinate in urging budget collection and disbursement of public investment capital in the last 3 months of the year, and at the same time develop a scenario for implementing key tasks in the last 3 months of the year.

The Department of Planning and Investment advised the Chairman of the Provincial People's Committee to establish a working group to urge the implementation and speed up the progress of public investment projects.

The Chairman of the Provincial People's Committee requested to temporarily suspend inspections and examinations from now until the end of the year for departments, branches and localities. The People's Committees of districts, towns and cities focus on removing difficulties, speeding up the implementation of projects in the area, and preparing and submitting for approval local planning.

The Chairman of the Provincial People's Committee requested each department and sector to propose solutions to implement the key tasks of their sector in the last 3 months of the year and send them to the Department of Planning and Investment for synthesis and reporting to the Provincial People's Committee.

At the meeting, the People's Committee of Hai Duong province also reviewed the report on the expected 5-year medium-term public investment plan for 2026-2030; the implementation status of Resolution No. 30-NQ/TW dated November 23, 2022 of the Politburo on socio-economic development and ensuring national defense and security in the Red River Delta region to 2030, with a vision to 2045; the budget balance plan for 2025 and the expected principles for allocating regular expenditure estimates for 2025; the situation and results of the implementation of Resolution No. 23-NQ/TW dated December 22, 2022 of the Standing Committee of the Provincial Party Committee on strengthening the Party's leadership in implementing the "Project on developing applications of data on population, identification and electronic authentication to serve national digital transformation in the period 2022-2025, with a vision to 2030".
