Overseas Vietnamese offer advice on high-tech development

The event was held with an opening session, a forum session and four thematic sessions throughout August 22. Overseas Vietnamese actively contributed with more than 70 presentations and many opinions in the fields of high technology, economics - trade - investment, national solidarity, legal policies, culture, Vietnamese language, etc.

Bringing Vietnam to the world

Although they have been away from their homeland for many years and have contributed tirelessly to world science, they all affirm that they always turn to their roots and contribute ideas to develop the country with their expertise.

Professor Nghiem Duc Long – President of the Association of Vietnamese Intellectuals in Australia, Director of the Center for Water and Wastewater Science and Technology (University of Technology, Sydney, Australia) – is concerned about the need for a specific mechanism to take advantage of the advisory role of leading Vietnamese intellectuals in the world on domestic issues. He proposed to pilot an online university to bring lectures, textbooks and scientific guidance from Vietnam's intellectual elite to Vietnamese students.

Professor Nguyen Thi Kim Thanh – member of the European Academy, deputy head of the faculty at University College London (UK) – proposed that Vietnam host the World Science Forum in 2026. Ms. Thanh is confident that this is a rare opportunity for Vietnam to enhance its international position and reputation, improve its national image, and thereby create new investments for the country.

Dr. Le Viet Quoc – an artificial intelligence (AI) expert at Google – emphasized that Vietnam needs to recognize that its greatest asset is its people. Based on this foundation, he believes that the Government should invest heavily in AI education, especially at the university level; he suggested that Vietnam should build an Asian-class university on AI with in-depth training programs right from the beginning. At the same time, Vietnam should also establish a high-level advisory council on chips and AI.

Giving advice to young Vietnamese people with a passion for AI, Mr. Quoc said that most of the software and models today are open source and young people should contribute to these open source programs. According to him, this is the best way to learn and at the same time know what the world's top-level research on AI is like.

“Today, Big Techs like Google, Facebook, Microsoft, OpenAI… are leading the industry. Therefore, becoming an intern or doing research at these Big Techs is the best way to learn skills and do big projects. In addition, young people can read articles and do projects, put them on GitHub to introduce to everyone the work they are doing,” he shared with Tuoi Tre.

Although it has a huge impact, science and technology still cannot replace cultural identity or change our self-worth. We are Vietnamese, so no matter where we are or where we live, we are still Vietnamese. Those are the core values ​​of ourselves and of humanity.

Catching the investment wave in the semiconductor industry

Vietnam is considered to have many advantages in the development of the semiconductor industry such as high political determination, favorable investment and business environment, quality workforce, strategic and comprehensive partnerships with most countries with developed semiconductor industries, and rare earth reserves among the largest in the world.

In the session “Overseas Vietnamese and Vietnam’s high-tech development”, Mr. Duong Minh Tien – an overseas Vietnamese from Korea, an expert on chip packaging – said that according to a report by the IDC Institute (USA), by 2028, the demand of the chip industry market will exceed production capacity. This will lead to a wave of investment in expanding and building factories in the packaging and testing sector. Therefore, according to him, Vietnam needs to prepare resources to welcome this wave of investment.

Sharing with Tuoi Tre, Mr. Tien expressed his positive belief in the future of the semiconductor industry in Vietnam. He believes that Vietnam should have a fund to support businesses investing in this field. According to him, Vietnam is currently considered a safe place for investment, minimizing risks of trade wars, geopolitics, etc.

“Vietnam needs to take advantage of this opportunity to reform institutions, administration, and decentralize power to the grassroots level to help investment procedures become faster, more open, and more transparent. Large enterprises will be responsible to society, and if Vietnam has incentives, they will be willing to support career guidance for students. Enterprises have experience and standard processes, and Vietnam has resources, so we need to take advantage of the experience of enterprises and support enterprises to invest in expanding production for mutual benefit,” said Mr. Tien.

In addition, Mr. Tien also said that semiconductors are a global industry but highly local, so Vietnamese students need to focus on improving their foreign languages ​​to be ready for the future.

Speaking at the conference, Mr. Eric Nguyen, a German expatriate and member of the National Innovation Network in Germany, emphasized the need to pay attention to research on rare earth mining technology as Vietnam ranks second in the world in rare earth, accounting for 18% of global rare earth reserves. He suggested that the State and scientists could sit down to come up with a project to effectively exploit rare earth resources: “The people who are mastering rare earth mining technology are the US, Canada and China. Vietnam has a good foreign policy, we can take advantage of connections with major countries to master this technology.”

Appreciate all contributions of compatriots

This is the first time the Overseas Vietnamese Intellectuals and Experts Forum has been held within the framework of the Overseas Vietnamese Conference worldwide. This event was organized under the direct direction of Prime Minister Pham Minh Chinh during his official visit to Australia and New Zealand in March this year.

Therefore, in his concluding remarks and directing the event, in front of hundreds of overseas Vietnamese, Prime Minister Pham Minh Chinh expressed his emotion at the sharing of enthusiasm and responsibility for the homeland of our compatriots abroad.

Pointing out that the world is changing rapidly, profoundly, complicatedly, and unpredictably with difficulties and challenges intertwined with favorable opportunities, the Prime Minister emphasized that the more difficulties and challenges Vietnamese people face, the more united and unified they are to overcome them. “That is the value and identity of the Vietnamese people. The world is changing, but the identity and values ​​of the Vietnamese nation and people do not change. If there is change, it will only be for the better,” he said.

Affirming that the Party and State always consider the overseas Vietnamese community an inseparable part of the Vietnamese nation, the Prime Minister affirmed that the country cherishes the sentiments, understands when listening to the aspirations and highly appreciates the valuable contributions of our compatriots regardless of which country they are in. “We always strive to “listen thoroughly, see clearly, and understand completely” the aspirations and contributions of the overseas Vietnamese community,” he emphasized.

“I request ministries, sectors and localities to absorb, listen to and respond to valuable contributions from our compatriots. It should be noted that along with material contributions, contributions in terms of intelligence, ideas, initiatives and scientific and technological knowledge from our compatriots are valuable resources for national development,” said the Prime Minister.

Looking forward to more overseas Vietnamese's suggestions on new fields

Prime Minister Pham Minh Chinh expressed his hope that overseas Vietnamese will continue to propose innovative and creative ideas and provide specific solutions to contribute to the country's development.

“In particular, regarding science, technology and innovation, I am pleased to know that Vietnamese intellectuals and experts are a very strong human resource at schools, research institutes and multinational corporations in many countries. I would like to ask you to contribute ideas, especially on the development of science and technology and new fields such as semiconductors and AI, and at the same time propose specific projects, replicate good practices and effective models and directly participate in implementation,” the Prime Minister shared.

Within the framework of the conference, overseas Vietnamese businesses and organizations signed 10 memorandums of understanding with domestic agencies, organizations and businesses in the fields of technology transfer, human resource training, communications, etc.

I was born in Hue, Central Vietnam. I left my hometown to study abroad when I was 19 years old. I have lived abroad for 23 years now, but Vietnam is always in my dreams. No matter which city I go to in the world, I have to find pho to eat. I am proud to have eaten pho in every continent in the world, the only continent I have not eaten pho is Antarctica.

My journey with AI started in 2004, and it has been 20 years now. My passion for science was sparked in me since childhood when I realized that AI is the key to unlocking future revolutions.

When I left, talking about AI, perhaps no one knew what it was. But when I returned to Vietnam to talk to young people, I saw their passion for AI and was very happy to see young people presenting their research on AI. I think this energy is sometimes even good in Silicon Valley. I hope that Vietnam can take advantage of the energy of its youth to join the AI ​​revolution faster.

Last week I attended the Generative AI conference in Ho Chi Minh City. The program also brought a number of foreign experts and overseas Vietnamese to Vietnam to speak. Next year, some of my friends and colleagues are organizing a semiconductor conference, hopefully in Hanoi or Ho Chi Minh City. This is a way to bring ideas and energy from abroad to Vietnam.

Having spent many years investing and doing business in Vietnam, I have realized that now is the best opportunity for overseas Vietnamese to return to do business in Vietnam. The government should have a strategy to attract overseas Vietnamese students and young people to intern and start businesses, and participate in community projects in Vietnam to help them connect with their roots and bring new initiatives, contributing to the development of the country.

To be able to promote your capabilities and take advantage of the new technologies you create, I suggest that the Government should apply a sandbox mechanism, allowing experiments without requiring many licenses.

Although Vietnam has made great strides in improving its investment environment, it still needs to increase transparency and simplify procedures. It is necessary to consider a one-stop mechanism specifically for overseas Vietnamese – where information, advice and quick resolution of legal issues related to investment can be provided.

I returned to Vietnam five months ago, after 15 years of working and researching at the University of Tokyo (Japan). I returned to participate in the microchip industry in Vietnam and to teach at universities in Ho Chi Minh City, training students in English, knowledge, and expertise in microchips to be closer to global engineers.

The goal of training 50,000 high-quality human resources for Vietnam's semiconductor industry

is very good but also full of challenges. I believe that the overseas Vietnamese network in the microchip industry can expand support and training not only domestically but also from abroad.

According to my working experience at the University of Tokyo, the advantage of overseas Vietnamese is that they can take advantage of the policies of the host country regarding equipment, technology, and documents. If such a large network is connected, it will take advantage of the incentives of the host country to help the homeland, and at the same time create a bridge between Vietnam and advanced countries.
