Conference overview

At the conference, Mr. Bui Thanh Nhan - Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department reported to retired cadres on the policy of streamlining the apparatus of the 13th Central Executive Committee, the Politburo, and the Secretariat on rearranging and reorganizing administrative units at all levels and building a 2-level local government model; the purpose and significance of collecting opinions.

Mr. Vo Hoang Ngan - Deputy Head of the Provincial Party Committee's Organization Board presented the draft Project of the Provincial Party Committee on not organizing district-level administrative units, rearranging commune-level administrative units and organizing the commune-level political system after the rearrangement. Based on the Central's orientation to reduce about 60% to 70% of current commune-level administrative units, it is expected that after the rearrangement, Binh Duong province will have 36 commune-level administrative units (including 24 wards and 12 communes); reducing 55 commune-level administrative units, a reduction rate of 60.4%. At the same time, Binh Duong identified 10 commune-level administrative units after the rearrangement as key areas of the province and current district-level localities to create space and room for development, upgrading urban areas in the future.

Mr. Vo Hoang Ngan - Deputy Head The Provincial Party Committee's Organizing Committee approved the Provincial Party Committee's Project report on the arrangement of commune-level administrative units.

Retired cadres have made many contributions to the provincial merger plan, the arrangement and reorganization of commune-level administrative units. Most opinions agree with the arrangement and merger policy of the Party Central Committee, the Politburo, the Secretariat and the Binh Duong Provincial Party Committee. Many opinions are concerned about the issue of handling administrative procedures for people after the merger and arrangement as well as the selection of personnel for the apparatus after the arrangement, attracting talents to stay and the regime for redundant cadres after the arrangement...

Concluding the conference, Mr. Bui Thanh Nhan - Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department acknowledged and highly appreciated the dedicated and responsible contributions of retired cadres. The contributions are the basis for the Provincial Party Committee and provincial agencies to refer to in building and perfecting documents and Resolutions when merging, arranging and streamlining the apparatus.
