Representatives of the Department of Industry and Trade of localities said that in 2024, they will persist in the goal of promoting domestic consumption, focusing on implementing activities to promote the expansion of export markets to contribute to completing the general plan of the Industry and Trade sector.

Persist in the goals of promoting the domestic market
In 2023, we have persistently implemented many solutions to help Ho Chi Minh City's economy overcome difficulties. Specifically, from the beginning of 2023, we have discussed with associations solutions to increase domestic sales to create a channel to compensate for the period of reduced export orders. In particular, the Industry and Trade sector has implemented Ho Chi Minh City's policy of linking localities and regions. Thereby, not only does it stop at finding sources of raw materials for Ho Chi Minh City's businesses, but it also helps reduce market access costs.
The second group of solutions we successfully implemented was to take advantage of the central government's financial and fiscal policies. Specifically, in early 2023, when businesses were "thirsty" for capital and had difficulty accessing bank capital, we implemented activities connecting banks with businesses. Thereby, making it easier for businesses to access capital.
The third group of solutions is to organize consumer stimulus and reduce inventory for businesses. Accordingly, the Department has discussed with businesses and industries on how to implement stimulus activities. Instead of 1 month as before, it will now have to be extended to create a spillover effect. When agreeing on the policy, the Department asked for the opinion of the Ministry of Industry and Trade and implemented a month of continuous concentrated promotions for 3 months to create a deep discount period and stimulate consumption. Fortunately, this policy is on the right track when the revenue of goods in 2023 of Ho Chi Minh City reached 707,000 billion VND, an increase of nearly 12% compared to 2022. From there, it will impact industrial production, causing the city's industrial production index to increase by 6%, higher than the national increase (the national increase is 2.8%).
For exports, the Department has implemented a group of trade promotion solutions by organizing the Vietnam Export Goods Fair to invite foreign buyers to come and help businesses connect and sell. Thanks to that, in just 11 months of 2023, Ho Chi Minh City achieved an export turnover of 38.5 billion USD. In addition, the Department also identified e-commerce as a development trend, so it has activities to connect and support businesses to quickly adapt to this business method. From there, it will contribute to helping Ho Chi Minh City's e-commerce revenue increase by about 60% in 2023.
Entering 2024, the Ho Chi Minh City Department of Industry and Trade determined to continue to persistently implement the solutions that created success in 2023, while remaining steadfast in the goal of promoting domestic market development to create a foundation for the city's economic activities.

Take advantage of the central location of the region to develop trade and services.
Despite the general difficult situation, with the participation of the government and the business community, last year, Can Tho City's economy continued to develop with positive results. Specifically, trade and services grew by double digits with a value of 135,000 billion VND; exports were maintained with a turnover of over 2.2 billion USD, focusing mainly on two main strengths: rice and seafood.
With the above results, we are continuing to advise the leaders of the Provincial People's Committee to successfully implement the Resolution 2024 issued by Can Tho City such as: Calling for investment in VSIP Industrial Park with an area of 390 hectares (currently, 2 secondary investors have registered a capital of about 1.8 billion USD); completing procedures to start the O Mon II, III, IV Thermal Power Plant project with a total investment of up to 4.5 billion USD; creating conditions for Japan's Aeon Group to invest in a hypermarket with a total capital of 250 million USD in Can Tho... In particular, we also identify trade and services as an important goal, therefore, we will implement the central location of the Mekong Delta region to connect trade with provinces and cities in the region as well as with Ho Chi Minh City, Dong Nai, Binh Duong...
We will also create all conditions to accompany and support businesses in connecting trade, promoting trade and expanding markets; guiding businesses to participate in e-commerce because this is a large and potential "playground" in the coming period.
With the above initiative, along with the conditions of tourism infrastructure, airport infrastructure and the upcoming Can Tho golf course that will be started..., we hope to contribute to helping Can Tho City develop further, achieving the set economic and social goals.

Breakthrough to reach the early target in the 5-year plan for the period 2021 - 2025
Thanh Hoa province has identified 2024 as a year of acceleration and breakthrough to reach the goals in the 5-year plan for the period 2021 - 2025 early. In particular, the 3 growth drivers are investment, consumption and export of goods, which are planned with the goal of being the main driving force for growth.
To successfully achieve this goal, Thanh Hoa Industry and Trade will improve its capacity to forecast, evaluate and analyze the situation. From there, it will provide appropriate solutions in advising on the development and implementation of the action plan for socio-economic development in 2024 in the field of Industry and Trade.
In addition, the Thanh Hoa Industry and Trade sector also focuses on promoting industrial and commercial development in the direction of promoting the province's potential strengths; developing in depth and sustainably with key indicators such as: Industrial production index (IIP) will increase by 8.0%, industrial added value (VACN) will increase by 14.9%, export value will reach 6,000 million USD, up 18.6%, total retail sales of goods and service revenue will reach 188,000 billion VND, up 8.7% compared to 2023.
Determining that 2024 is the year of acceleration in organizing the implementation of the goals of the Resolution of the 19th Thanh Hoa Provincial Party Congress, the directions and major goals of the Ministry of Industry and Trade... the Industry and Trade sector of Thanh Hoa province will be determined to make efforts, accelerate, and make breakthroughs to successfully implement the socio-economic development goals in 2024.

Taking advantage of FTAs to expand agricultural export markets
Tien Giang's industrial production index in 2023 is estimated to increase by 4.5% over the same period last year. Total retail sales of goods and consumer services are estimated at VND 82,000 billion, reaching 100% of the plan, up 10.7% over the same period last year. In particular, the export sector has had remarkable growth when the turnover for the whole year of 2023 reached about 5.1 billion USD, an increase of over 18% compared to 2022, exceeding 27% of the annual plan (plan of 3.9 billion USD). According to Resolution No. 25/NQ-HDND dated September 17, 2021 of the Provincial People's Council on the 5-year socio-economic development plan 2021 - 2025, the export turnover in 2025 reached 4.5 billion USD; therefore, by 2023, the 5-year plan has been achieved and exceeded.
Of the total export turnover of the whole province, Tien Giang's agricultural exports alone achieved very positive results. In 2023, the official export of agricultural and aquatic products of Tien Giang province is estimated to reach about 604 million USD, an increase of 44.8% compared to 2022.
It is forecasted that in 2024, the world economy will continue to face difficulties because signs of recovery are still slow and uneven in countries. To support and promote production and export activities, the Tien Giang Department of Industry and Trade will focus on calling for large-scale agricultural and aquatic product processing investment projects in concentrated raw material areas, taking advantage of local raw materials and saving costs in production activities.
Along with that, investing in infrastructure for industrial development, mobilizing resources to invest in a synchronous infrastructure system of industrial zones and clusters. In particular, appropriately applying the mechanisms and policies issued by the central government, combined with the mechanisms and policies of the province to attract investors. Binh Duong is among the provinces and cities with the largest export turnover in the country, so it is also a locality that is deeply affected by the global economic slowdown, market fluctuations and policy adjustments of major economies. In the period of 2021 - 2023, the province's export growth is unstable, with a tendency to decrease from mid-2022 to 2023, due to a lack of export orders.
In 2023 alone, Binh Duong's import-export activities will face many difficulties and challenges due to declining demand in international markets, especially major partners for the province's key export industries (wood, textiles, footwear), many countries increasing standards and new barriers to imports. Therefore, export turnover will reach 31.8 billion USD, down 7.3% compared to 2022; import turnover will reach 23.1 billion USD, down 7%.
To support businesses and regain momentum for recovery and growth in export activities in 2024, the Department focuses on implementing a number of key solutions such as: Coordinating to promote foreign trade promotion activities, supporting businesses to connect with trade, expand markets, sign new export orders outside traditional markets such as the Middle East, India, South America... as well as markets of signed agreements and supporting businesses to expand markets through e-commerce platforms...
At the same time, support businesses to promote domestic trade, find distribution systems, expand market share through programs to bring Vietnamese goods to rural areas, exhibitions and fairs nationwide as well as the program Vietnamese people prioritize using Vietnamese goods. At the same time, promote the development of logistics services, promote modern distribution forms on e-commerce infrastructure. Thereby, reduce costs, improve competitiveness for businesses and export goods.
At the same time, effectively and promptly implement the FTAs that Vietnam has signed. Thereby, helping businesses proactively build brands, improve quality, meet technical standards, and proactively source domestic raw materials to enjoy tariff incentives. Many solutions to complete the 2024 goals
In 2024, the Soc Trang Industry and Trade sector plans to increase the industrial production index by 5%; industrial production value by 4.92% compared to the estimate in 2023 (at 27,800 billion VND); export value of goods reaches 1.5 billion USD (equivalent to the estimate in 2023). In particular, total retail sales of goods and revenue from social consumer services reach 90,000 billion VND, an increase of 9.76%.
To achieve the set plan, we will continue to support investors in industrial production projects to put them into operation soon, creating added industrial production value for the industry; completing 3 industrial cluster infrastructure investment projects (Xay Da B, An Lac Thon 1, An Lac Thon 2), attracting and implementing secondary projects. Promoting investment calling for projects to develop the new Long Duc 1, Long Duc 2, and Xay Da B industrial clusters.
In addition, focus on developing trade; expanding import and export markets, diversifying partners and sources of goods, limiting dependence on a number of markets; actively and proactively implementing synchronously and comprehensively foreign affairs activities.
Regarding domestic trade development, the provincial Department of Industry and Trade will implement the Project on Innovation in Business Methods and Consumption of Agricultural Products in Soc Trang Province for the period 2021 - 2025, with a vision to 2030, with a phased phase in 2024; advise and support investors in implementing key trade infrastructure investment projects according to the province's planning, creating a spillover effect for rapid and sustainable trade development. Strengthen trade promotion, develop e-commerce and the connection between e-commerce and traditional trade activities.
In particular, focus on implementing trade promotion, in which, pay attention to potential products, specialties of the province, OCOP products; actively organize and participate in domestic and foreign fairs; organize and participate in trade events, connecting supply and demand with businesses, supermarket systems, retail chains, and large distributors nationwide. Along with that, focus on building fixed Vietnamese points of sale, markets to stimulate domestic consumption in districts and towns in the province.
We will also maintain and actively support provincial enterprises to promote the distribution of products and goods on domestic and foreign e-commerce platforms; organize and effectively operate the soctrangtrade.vn platform; strengthen information and propaganda work on trade promotion activities; promote the image of specialty, typical, key products, and OCOP products of the province to domestic and foreign markets; raise awareness among enterprises about trade promotion activities.

Focus on synchronous restructuring in all industrial sectors
In recent times, Thua Thien Hue province has issued many action plans, identifying goals, orientations, policies and implementation solutions related to green and low-carbon transformation and development such as: Action program on green energy transformation, reducing carbon and methane emissions of industries towards improving energy efficiency, promoting the conversion to green electricity and energy.
Notably, in order to realize the goals, solutions and roadmap for industrial development in the spirit and orientation of Resolution 54 of the Politburo, the Department of Industry and Trade has advised the Provincial People's Committee to promulgate and implement Plan No. 191/KH-UBND dated May 24, 2023 on restructuring the Industry and Trade sector of Thua Thien Hue province from now until 2030. With the common goal of focusing on synchronous restructuring in all industrial sectors, in which taking advantage of the opportunities of the Fourth Industrial Revolution, using the driving role of science and technology, innovation, and digital transformation to maximize potentials and strengths.
Strongly develop industry in breadth and depth in a modern direction, in line with potential and comparative advantages, using clean technology, ensuring the environment; deeply participating in the product value chain, creating high added value. Prioritize the development of some industries such as: Supporting industry; electricity production industry from green energy sources such as LNG, renewable energy...
Developing the garment sector from the current CMT (garment processing) model to the ODM (design to manufacturing) production model; promoting the development of the garment finishing chain to benefit from import-export policies from free trade agreements... Developing the textile and garment industry to become one of the key export industries.
Gradually form and develop the automobile assembly and manufacturing industry, electronic components and supporting industries; focus on attracting investment and developing high-tech industries including the production of new materials, electronic and telecommunications equipment, information technology products, and robot manufacturing industry.
