Strengthening the Central Emulation and Reward Council.

Accordingly, Prime Minister Pham Minh Chinh is Chairman of the Council.

Vice President Vo Thi Anh Xuan is the First Vice President of the Council; Minister of Home Affairs Pham Thi Thanh Tra is the Permanent Vice President of the Council; Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien and Chairman of the Vietnam General Confederation of Labor Nguyen Dinh Khang are Vice Presidents of the Council.

Council members include: Director of the General Department of Politics of the Vietnam People's Army Trinh Van Quyet; Director of the National Assembly Delegation Work Committee Nguyen Thanh Hai; Minister, Director of the Government Office Tran Van Son; Director of the President's Office Le Khanh Hai; Deputy Minister of Public Security Tran Quoc To; Permanent Deputy Head of the Central Organizing Committee Hoang Dang Quang; Deputy Head of the Central Propaganda and Mass Mobilization Committee Pham Tat Thang; President of the Vietnam Women's Union Nguyen Thi Tuyen; President of the Vietnam Farmers' Association Luong Quoc Doan; President of the Vietnam Veterans' Association, Senior Lieutenant General Be Xuan Truong; First Secretary of the Central Executive Committee of the Ho Chi Minh Communist Youth Union Bui Quang Huy; Head of the Central Emulation and Reward Committee Pham Huy Giang (permanent member).

The above Decision takes effect from March 25, 2025 and replaces Decisions No. 855/QD-TTg dated June 4, 2021; Decision No. 1240/QD-TTg dated July 16, 2021; Decision No. 1397/QD-TTg dated August 13, 2021; Decision No. 52/QD-TTg dated February 6, 2023; Decision No. 1098/QD-TTg dated October 3, 2024; Decision No. 1477/QD-TTg dated November 27, 2024 on supplementing and perfecting members of the Central Emulation and Reward Council.

* According to Decision No. 500/QD-TTg dated June 12, 2024 on promulgating the Working Regulations of the Central Emulation and Reward Council, the Central Emulation and Reward Council is an inter-sectoral coordination organization with the function of advising and consulting the Party and State on emulation and reward work.

The Council operates on the principles of centralism, democracy, and majority voting; different opinions of Council members on proposing policies and strategies on emulation and rewards are reported to the Prime Minister and the Chairman of the Council for consideration and decision.

The Central Emulation and Reward Council has the following tasks and powers: To coordinate between Party and State agencies, the Central Committee of the Vietnam Fatherland Front, central agencies of socio-political organizations and localities in advising and proposing policies and strategies on organizing emulation movements and emulation and reward work nationwide.

Periodically evaluate emulation movements and reward work; recommend and propose policies and measures to promote patriotic emulation movements; advise on summarizing emulation and reward work; propose amendments and supplements to emulation and reward regimes and policies, and inspect emulation and reward work.

Guide the organization of activities and evaluate emulation of emulation clusters and blocks organized by the Council and consider and give opinions by voting on the state honorary titles "Heroic Province", "Heroic City", "Hero of the People's Armed Forces", "Hero of Labor" according to the provisions of the Law on Emulation and Commendation (Heroic title) to advise and consult competent authorities for consideration and decision.
