On the morning of April 11, the Central Committee worked at the Hall. Comrade Pham Minh Chinh, Politburo member and Prime Minister, chaired the meeting on behalf of the Politburo.

The Central Committee discussed a group of issues on continuing to reorganize the apparatus of the political system, reorganize administrative units and organize local governments at two levels; then the Central Committee worked in groups, discussing a group of issues on preparations for the 14th Congress and the election of the 16th National Assembly, and the election of People's Councils at all levels for the 2026-2031 term, including the Project and Report:

Draft Political Report of the 13th Party Central Committee at the 14th National Congress of the Party.

Draft Report "Summary of some theoretical and practical issues on the socialist-oriented renovation process over the past 40 years in Vietnam".

Draft Report on the assessment of 5 years of implementing the 10-year Socio-Economic Development Strategy 2021-2030; directions and tasks for socio-economic development for the 5 years 2026-2030.

Draft Report of the 13th Party Central Committee summarizing the work of Party building and implementation of the Party Charter to be submitted to the 14th National Congress of the Party.

Personnel work orientation of the 14th Party Congress.

Amending, supplementing and replacing Directive No. 35-CT/TW dated June 14, 2024 of the Politburo on party congresses at all levels towards the 14th National Party Congress.

Project on orientation for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.

Afternoon: The Central Committee continued to work in groups, discussing issues on preparations for the 14th Congress and the election of the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.

The Politburo met to give opinions on receiving and explaining the opinions discussed by the Central Committee on April 10 and the morning of April 11, on the contents of continuing to reorganize the apparatus of the political system, reorganize administrative units and organize local governments at two levels such as: Reorganizing provincial-level administrative units; plans to reorganize commune-level administrative units; functions, tasks, powers, and apparatus of provincial and commune-level governments; on the system of party organizations, mass organizations, people's courts, and people's procuracies; on the arrangement and assignment of cadres and the implementation of regimes and policies for cadres; on the management and use of public assets after the reorganization.
