From studying documents and closely following the investigation process in this field, the group of reporters found that throughout the investigation process, the police force has always been determined in directing and operating, and has no tolerance for all types of crimes. The handling of one area to warn the whole area and the whole field is demonstrated through many major cases that have shocked public opinion that the police force has investigated and handled in the past.

However, some subjects are still "not afraid", corruption and negative behaviors are still complicated, typically in the field of vehicle registration. Faced with this situation, the leaders of the Ministry of Public Security have assigned the Department of Investigation of Crimes of Corruption, Economy, and Smuggling to be the focal point, playing the role of directing, guiding, and coordinating the Police of units and localities to fight uncompromisingly against crimes in the field of vehicle registration.

Implementing the direction of the Ministry of Public Security, from October to December 2022, Ho Chi Minh City Police and Dong Thap Provincial Police were the first two localities to establish a special project to combat violations and negativity at a number of vehicle inspection centers in the southern provinces. The project is like the "opening shot" for a series of investigative activities of the police of units and localities in the field of vehicle inspection.

Fighting corruption and negativity in the field of vehicle registration has become a more urgent task than ever before, in which the Public Security Forces have shown an exemplary and pioneering role, and the group of reporters from the CAND Newspaper have also determined to fulfill their assigned tasks and promote propaganda in the above mentioned field. The group has regularly exchanged and grasped official information from the Public Security Agency; traveled to many localities, collected documents proving violations of centers and subjects, and especially during the working process, it must ensure confidentiality, legal and political factors, and be in the right direction while still reflecting truthfully and keeping up with developments in cases...

However, facing a lot of pressure when propagating the series of articles, the group was fortunate to receive close guidance from Major General, writer Pham Khai - Editor-in-Chief of CAND Newspaper, thanks to which for 2 months, the group of reporters followed closely, closely followed the activities of the investigation agency, collected documents in many localities across the country and many inspection centers. The group worked hard to research and analyze documents in new fields to bring to public opinion systematic violations in the field of inspection.

During the implementation period, the group determined that they had done a good job of the press, resolutely fighting against corruption and negativity. They tried to send out messages that were deterrent, warning, and prevent violations; pointed out the related responsibilities of cadres and party members, as well as pointed out loopholes in the inspection and supervision work of related units that were not timely, allowing small violations to become major violations, leading to the loss of many cadres... from there, proposing and presenting solutions to return "clean registration", prevent loss of assets to the State, and bring legitimate benefits to the people...

Create engaging, timely work

Journalist Anh Hieu, Deputy Head of the Current Affairs - Politics Department, said that when violations in the field of vehicle registration were investigated and handled, we had planned to carry out a long-term topic, but because the cases were still under investigation, the information provided was very limited, and the police of the units and localities only reported basic prosecutions. Although this was a systematic, organized violation over a long period of time... it was also an unprecedented violation.

Investigation, collection of documents and evidence for the investigation agency is also a big challenge, so for reporters who carry out this topic, it is also difficult to access documents, research documents and information from many sources, taking a lot of time to filter information, process and reflect the sophisticated tricks of criminals when the number of cases and subjects is so large.

The group came up with the idea and started working on the outline in mid-June, which took two months to complete the series, collect documents from many professional units, go on business trips to localities, follow up with the authorities and ponder when starting to write. When there was information that the inspection centers were being inspected, the group also exchanged information, asked for opinions from the units working on the case, from which it concluded that not every inspection center that the investigation agency "touched" was guilty of violations, not all the officers working there were guilty of violations if there were violations in the inspection center.

“So, the people who committed violations are named, and the people who are not involved or did not violate, reporters must calculate, so that when investigating and reporting to the newspaper, they can still ensure the fighting spirit but also "not let criminals escape, not wrongly accuse innocent people". Therefore, it is not just about having information and writing it down right away, but for each officer who violates the law, reporters themselves must think, evaluate, and discuss with the authorities to grasp the information and accurately reflect...” journalist Anh Hieu added.

The timely, accurate and detailed information helped people better understand the efforts of the national police force in the fight against corruption. In addition, it also demonstrated the spirit of "what needs to be done immediately" of the police and military forces when promptly supporting inspection, increasing the number of inspectors for the centers, contributing to removing "bottlenecks", solving congestion in the field of vehicle inspection, serving the inspection of motor vehicles of organizations and individuals conveniently; avoiding affecting the legitimate rights and interests and normal life of the people... The series of articles were widely received by the public, bringing joy to journalists wearing the uniform of the police.
